SEARCA, the Southeast Asian Regional Center for Graduate Study and Research in Agriculture, invites applications for a Program Specialist who will lead development, technical review, and implementation of externally funded projects and service engagements in agriculture and rural development.

Reporting to the Unit Head, Project Development & Technical Services, the role covers securing funding opportunities, drafting competitive proposals, coordinating multidisciplinary teams, and ensuring

Qualifications

• Master’s degree is required.
• Five (5) years of relevant work experience in proposal development and implementation, including drafting technical and financial proposals and ensuring submissions meet donor, client, or organizational requirements, guidelines, and deadlines.
• Working knowledge of Southeast Asian agricultural and rural development issues, preferably in a similar post and capacity.

Responsibilities

• Identifies project opportunities in agriculture, rural development, environmental management, and cross-cutting programs.
• Writes and develops technical proposals, concept notes, EOIs.
• Prepares external and internal budgets of new projects.
• Conducts research and data gathering including benchmarking and scoping visits.
• Identifies experts and partners for proposal development.
• Coordinates with departments for packaging core programs.
• Coordinates internal clearance processes of proposals.
• Participates in project team meetings and planning activities.
• Assists in contract/MOA negotiation.
• Identifies consulting opportunities relevant to SEARCA’s thrusts.
• Manages project databases for proposals and funding.
• Assists in service contract negotiation.
• Assists in marketing and donor visits.
• Represents SEARCA in meetings with prospective partners.
• Manages day-to-day project implementation and coordination with partners.
