International Justice Mission (IJM) in Manila seeks an Advocacy Specialist to advance system reform objectives through policy analysis, stakeholder engagement, and partnerships with national government actors.

You will lead research and policy development, track legal and procedural changes, and represent IJM in stakeholder meetings, contributing to a stronger public justice system in the Philippines.

Qualifications

• Bachelor’s degree in law is a minimum requirement.
• At least 5 years of advocacy, policy, programs and systems building work with national and local government or closely related work required.
• Knowledge of Philippine criminal law, child-protective investigation and prosecution, trafficking and related laws.
• Strong legal research, policy design, regulatory drafting, problem diagnosis, and advocacy strategy skills.
• Excellent legal and policy writing, facilitation, negotiation, presentation, and executive communication skills.
• Demonstrated experience coordinating across law enforcement, prosecution, judiciary, policy units, and multidisciplinary partners.
• Ability to move reforms from recommendation to adoption and implementation.
• Sound judgment handling confidential information, survivor-sensitive issues, and risk.

Responsabilités

• Assist in strategic planning and implementation of advocacy framework to achieve system reform objectives.
• Map stakeholders, define priorities, and develop strategies for law enforcement and prosecution advocacy.
• Support trainings for law enforcement and prosecution development under the strategy.
• Lead judicial roundtables and focus group discussions under the National System Enhancement Strategy.
• Build relationships with power actors in the national government.
