Job description

This job's main purpose is to perform a cursory review of construction and contractual payments, claims, and variations recommended by consultants in line with agreements and Omran internal procedures. The main focus should be on the Manual of Authorities, approval of variations, and imposition of penalties. Provide contractual advice when required and assist in dispute resolution.

Responsibilities

  • Verify estimates, budgets, cash flows, and financial reports related to the projects, with the help of consultants when necessary.
  • Perform a cursory audit of payment certificates before the PD/COO's signature regarding variations, contract completion, penalties, and release of retention.
  • Allocate and monitor QS-related tasks, ensure their completion, and report periodically, including evaluating subordinate performance.
  • Review claims, final accounts, and variations in line with contract conditions and Omran standards.
  • Handle contractual correspondence and coordinate with contractors and consultants during disputes.
  • Facilitate dispute resolution processes, including negotiations.
  • Support teams to promote ICV/SMEs in accordance with regulations without compromising cost or quality.
  • Process direct payments as required.
  • Perform other related duties or assignments as directed by the department head.
  • Manage project finances through appropriate policies and procedures.
  • Plan activities to ensure contracts perform as per agreed terms and conditions.
  • Motivate, train, coach, and develop QS staff.
  • Counsel staff on issues that arise.
  • Set targets and evaluate the performance of subordinates.

Education & Experience

  • Bachelor's degree in Quantity Surveying or related field.
  • Professional membership (preferably RICS) or equivalent.
  • 10-12 years of experience in large-scale development projects within the GCC.
  • Experience in post-award contractual management relevant to QS.
