Job summary

Qualifications

• Bachelor's degree in civil engineering.
• 8 years of telecommunications experience with at least 4 years in an OSP management position.
• PMP Certification will be an advantage.
• Extensive knowledge in design and execution of civil works and electromechanical installations.
• Formal training in project management methodologies (PMI, PRINCE or similar) will be considered an advantage.
• Essential skills: teamwork, effective communication and knowledge transfer.
• Native Arabic speakers with excellent English.

Responsibilities

• Manage and follow-up end-to-end project activities with contractors and stakeholders.
• Agree monthly targets with the Senior Project Manager and monitor teams against targets.
• Prepare management plans including communication, escalation, timelines and handover procedures.
• Coordinate with the Senior Project Manager to define WBS and timelines and discuss technical solutions.
• Prepare project implementation plans and procedures in coordination with client departments and contractors.
• Identify gaps, track and resolve project-blocking issues with corrective actions.
• Chair meetings with vendors/contractors and participate in project coordination meetings.
• Escalate blockers immediately to the Senior Project Manager.
• Coordinate with sections and departments to ensure timely delivery per HPIP.
• Identify, track and mitigate risks; provide regular project duration reports.
• Monitor and approve change requests following Change Management Process.
• Compile results and hand over to client in required format and quality.
• Prepare section reports and provide project information to Project Control for reporting.
• Verify and approve project closing documentation and handover.

Job description

This position is on-site based in Damascus Governorate, Syria.

Position Objective:

The OSP Project Manager is to manage vendors responsible for OSP Work and other stakeholders to achieve agreed Project deliverables within the approved schedules and maintain budget control.

Job Description & Responsibilities:

• To manage and follow-up E2E activities in the project, maintain progress as per project schedule with all contractors and related stakeholders
• Agree monthly targets with Senior Project Manager, and manage the teams against these targets.
• Provide support and prepare Management Plans, including Communication, Escalation, Implementation timelines and Handover procedures
• Coordinate with Senior Project Manager to define and verify the WBS, timelines and discuss, propose and recommend technical solution
• Prepare Project Implementation plans and Project procedures in coordination with affected client departments and the contractors as per client Targets.
• Establish a mechanism to identify Gaps, track, review, and clarify problems and issues raised in the Project, and to identify corrective actions needed to resolve Project-blocking issues.
• Chair meetings with vendors/contractors, and participate in other project coordination meetings concerning his area.
• Immediate escalation to the Senior Project Manager for any blocking issues.
• Coordinate with other Sections, Departments, and Managers to ensure proper and timely delivery of the project as per the HPIP.
• Identify, track and mitigate all project related Risks and provide regular Reports for the entire Project duration
• Monitor and approve any change requests, following the approved Change Management Process
• Ensure that results are compiled, documented and handed over to Client in required format, quantity and quality, and ensure timely and correct presentation and explanation of results.
• Prepare section-related reports and provide project information to the Project Control group for incorporation in Project reports
• Verify and approve the Project Closing documentation and handover documents
• Receive and perform assigned tasks as directed by Senior Project manager.
• Conduct regular reviews of changing project requirements, organisation and resource needs, and provide recommendation for changes accordingly.

Qualifications & Experience:

• University Degree in civil engineering or equivalent, formal education in structural engineering is an advantage
• Minimum 8 years telecommunication experience with at least 4 years in OSP management position within a telecom organisation.
• PMP Certified will be an advantage
• Extensive knowledge and professional experience in design and execution of civil works and electromechanical installations, project reporting and coordination.
• Formal training in project management techniques and methodologies (PMI, PRINCE or similar) will be considered an advantage.
• Essential skills: Team work, Communication skills and knowledge transfer capability.
