Job summary

OQ seeks an experienced Offshore Maintenance Lead to manage marine/offshore maintenance for SPMs and related assets. You will serve as incident commander for marine emergencies and drive maintenance programs to ensure safe, reliable operations.

You will oversee PM/CM activities, coordinate with offshore teams and contractors, and ensure compliance with HSE, OCIMF and ISGOT6 standards while maintaining readiness for crude unloading operations.

Qualifications

  • Bachelor's degree in mechanical / Maritime or similar.
  • +2 years of relevant experience in a similar role in Oil and Gas Maintenance and Operations environment.
  • Experienced in offshore / marine maintenance, SPM is preferable.
  • Experience and understanding of ISGOT 6, OCIMF and relevant international marine standards.
  • Knowledge of refinery and Oil Terminal plant operations and oil movement, crud testing.

Responsibilities

  • Be ready to act as incident commander in marine emergencies and develop and improve all marine aspects of offshore maintenance.
  • Perform PM and CM for all offshore assists with on-time completion and no backlog.
  • Maintain availability of SPMs and systems for crude unloading with all offshore assists.
  • Lead maintenance team to ensure SPMs maintenance per OEM recommendations and RCМ studies.
  • Ensure planning and completion of SPMs annual and 6-month maintenance and calibration of instrumentation.
  • Ensure spare SPM availability for emergencies and develop swap/replacement procedures.
  • Adhere to HSE policies and procedures including Offshore Emergency Response, Security Plans and Oil Response Plans.
  • Support marine operations and loading master with sequence of events and progress updates.

To manage the Maintenance activities for all Company’s offshore assists such as SPMs facilities, Marine Loading Arms/hoses and all other offshore assets (Seawater Intake Screen, Navigation Aids, Marker Buoys, Subsea Pipelines, etc) and any future offshore assets installed by OTTCO under the supervision of lead marine.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

KEY RESPONSIBILITIES:

General

The incumbent will be representative of the Company for maintenance activities at marine / offshore side with the offshore maintenance contractor, responsible for the safe and timely maintenance of the offshore facilities and to have shared responsibility to provide functional leadership for the safe, efficient, reliable, and environmentally sound operation of offshore facilities with marine operations team, regardless the number of assists. The responsibilities shall be as outlined, but not limited to, below:

  • Be ready to act as incident commander in the event of any marine related emergencies at the Marine facility and responsible for the development and continuous improvement of all marine aspects of offshore maintenance.
  • Maintenance PM and CM for all offshore assistance: attend all PM on time as per scheduled plan with no delays and achievement without any backlog though the year as per OEM. CM to be cleared on time without any impact on operations.
  • Responsible for maintaining the availability of SPMs and their system by 100% all through the year and during operations for crude unloading by ensuring the following as minimum including all offshore assists:
  • Ensure SPM availability as per O&M contract.
  • Lead maintenance team to ensure all SPMs maintenance carried out as per OEM recommendation and RCM studies.
  • Ensures all necessary equipment’s /SPMs are ready for the operations.
  • Ensure planning and completing of SPMs annual maintenance.
  • Ensure planning and completing SPMs 6m maintenance.
  • Ensure calibration Of SPMs instrumentation.
  • Regular Maintenance and Check for spare SPM, make sure Its availability in case of any emergency.
  • Prepare SPM swapping/ replacement procedure, ensure that spare SPMs is ready for installation at any time.
  • No MTBF.
  • Full adherence to HSE Policies and rules and responsibility to comply with the following HSE Procedures:
  • Offshore Emergency Response Plan
  • Offshore Security Plan
  • Oil Response Plan
  • Offshore Security Plan
  • Overall Terminal HSE Procedures
  • Spare Parts Management: Manage and control all offshore spares and make sure minimum spares are available with no interruption to operations.
  • Prepare and develop any procedures / plans as needed by the department and asked by Company.
  • Operation Support: responsible for supporting the marine operations whenever needed, that’s include the following:
  • Port Regulations & Information
  • Reports to the loading master / marine operations any deviations encountered during his watch.
  • Maintain communication and follow up with marine operations and shore CCR on the progress of each tanker mission and be stand by for any maintenance requirement.
  • Support The loading master’s in writing the Sequence of Events and records for every mission, as needed.
  • Support the Maintenance requirements for Duqm Terminal Marine Loading Arms and Hoses whenever needed.
  • Support onshore Operations and Maintenance whenever needed.
  • Familiarization with QHSE Policies, Objectives, procedures and its record maintenance
  • Awareness of Significant environmental aspects, Health and safety hazards, related actual and potential aspects and risks associated with their risk.
  • Awareness of Emergency preparedness and response measures.
  • Awareness of implications of not conforming to the integrated management’s system requirements, including not fulfilling the organization’s compliance obligations
QUALIFICATIONS, EXPERIENCE, & SKILLS:
  • Bachelor's degree in mechanical / Maritime or similar
  • +2 years of relevant experience in a similar role in Oil and Gas Maintenance and Operations environment.
  • Experienced in offshore / marine maintenance, SPM is preferable.
  • Experience and understanding of ISGOT 6, OCIMF and relevant international marine standards.
  • Knowledge of refinery and Oil Terminal plant operations and oil movement, crud testing.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Skills:

  • Should be Familiar with Specification Limits for Finished
  • Products & Process intermediates
  • Demonstrate ability to manage time and priority setting.
  • Ability to contribute towards optimal Maintenance of SPMs
  • Good experience in planning and scheduling routine maintenance activities.
