Job summary

Oman Refinery seeks a Digital Delivery Manager to lead end-to-end delivery of digital initiatives across OQEP, ensuring projects, platforms, and enhancements are executed securely and on time. You will collaborate with Demand Management, Portfolio IT, and business units to align with priorities and architecture standards.

Responsibilities include planning, execution, risk management, and ensuring seamless integration with corporate platforms, OT systems, and cybersecurity requirements.

Qualifications

• Minimum 8+ years in digital project delivery or program management.
• Experience delivering enterprise systems, cloud solutions, automation platforms, or digital transformation initiatives.
• Experience in energy, oil & gas, industrial, or large-scale corporate environments is an advantage.
• Experience collaborating with vendors and cross-functional stakeholders.

Responsibilities

• Lead end-to-end delivery of digital initiatives, aligning with IDS strategy and cybersecurity requirements.
• Oversee project planning, execution, progress tracking and risk management across multiple digital projects.
• Ensure quality assurance, documentation, testing, and transition-to-operations activities.
• Manage vendor relationships, SLAs, KPIs, and alignment with business stakeholders.
• Promote Agile/DevOps practices and drive continuous improvement in delivery cycles.

Job purpose Lead and manage the end-to-end delivery of digital solutions across OQEP ensuring projects platforms and enhancements are executed efficiently securely and in alignment with business priorities The Digital Delivery Manager oversees the planning build integration and rollout of digital products and enterprise systems working closely with Demand Management Portfolio IT Operations and business units to ensure solutions are delivered on time within scope and to the required quality The role acts as the delivery engine of OQEP s digital transformation agenda converting strategic initiatives into live solutions modernizing legacy processes enabling automation and ensuring seamless integration with corporate platforms and operational technology systems

Main Tasks and Responsibilities

A Delivery Planning amp Execution Lead end-to-end delivery of digital initiatives

platforms and enhancements across the organization Manage project teams vendors solution architects and functional leads to ensure cohesive delivery Establish clear delivery timelines milestones and scope agreements with stakeholders Ensure all deliveries align with IDS strategy architecture standards governance frameworks and cybersecurity requirements Maintain visibility on delivery dependencies constraints risk areas and resource needs

B Digital Project amp Program Management

Manage cross-functional delivery programs using Agile Scrum and hybrid methodologies Maintain a unified delivery pipeline aligned with the enterprise portfolio Oversee the planning execution progress tracking performance reporting and proactive escalation of risks and constraints across multiple digital projects Ensure comprehensive documentation testing training and transition-to-operations activities

C Technology Integration amp Solution Quality

Oversee integration of digital systems with IT OT SAP cloud APIs and data pipelines Ensure adherence to architectural principles data standards DevOps practices and security-by-design Conduct quality assurance across all deliverables including functional testing UAT and post-go-live stabilization Work closely with IT Operations to ensure reliable handover operational readiness and performance monitoring

D Vendor Contract amp Stakeholder Management

Manage relationships with implementation partners SaaS providers and system integrators Ensure vendor performance meets contractual SLAs delivery KPIs and OQEP standards Coordinate with Finance amp Procurement on scope changes resource planning and cost control Engage business owners SMEs and leadership to ensure alignment and drive adoption

E Continuous Improvement amp Digital Maturity

Identify opportunities to streamline delivery cycles automate deployment processes and improve time-to-value Promote Agile and DevOps practices within Digital Solutions and across business teams Drive post-implementation reviews lessons learned and delivery optimization Support innovation requests and pilot emerging technologies in collaboration with IDS and business units

Education Requirements

Background and experience Competencies and skills

Minimum 8+ years in digital project delivery, IT solution implementation, or program management. Proven experience delivering enterprise systems, cloud solutions, automation platforms, or digital transformation initiatives. Experience working in energy, oil & gas, industrial, or large-scale corporate environments is an advantage. Experience collaborating with vendors, and cross-functional stakeholders.

Professional Competencies

Strong understanding of digital platforms, integration, cloud architectures, and enterprise applications. Proficiency in Agile/Scrum delivery frameworks. Experience with DevOps toolchains, CI/CD pipelines, and release management. Solid grasp of code practice principles, data governance, release management and systems engineering.
