Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic candidate to work as Expert / Executive Examiner.
Overall, Purpose of the Position:
To lead and conduct examination of Banks and other licensed institutions as per Risk Based Supervision, with specific focus on Digital Banking and Supervision Technology (SupTech).
Key Duties and Tasks:
- To plan, organize and conduct on-site/ off-site examinations and reviews of large and complex Banks, including digital Banks and Finance & Leasing Companies (FLCs) under risk-based supervision framework and Regulatory Framework for Digital Banks.
- To draft and review examination reports compiled by on-site/ off-site examiners to ensure the accuracy, required quality and standard by incorporating changes to bridge the gaps therein before submission to executive management of Central Bank of Oman.
- To advise in the policy formulation, assist in developing prudential regulations, and implement Basel guidelines, IFRS and other global best practices.
- Review Digital Banks activities for compliance with Banking Law 02/2025, AML/CFT regulations, National Payments Law 08/2028, and CBO issues circulars.
- Collaborate with international and regional organizations such as IMF, World Bank, Arab Monetary Fund, GCC Secretariat for the development of banking and financial sector.
- Preparing studies and coordinate activities for improving financial inclusion, development of priority sectors and promoting sustainable finance practices.
- Review the work of junior examiners to ensure accuracy, compliance, and analytical quality.
- Provide on-job training, mentorship, and technical guidance to other staff to build supervisory capacity.
- Preparing inputs for Examination of licensed institutions, participation in exit meeting of Examination and participation in rating panel meeting.
- Formulating and review the rules and regulations, including recommendations for amending the Banking Law and National Payment System Law as and when necessary and in line with best international practices.
- Perform comprehensive technical reviews of banks’ digital infrastructure focusing on cybersecurity, data protection, authentication methods, and transaction security.
- In-depth understanding of Fintech and Islamic. Fintech including its practices and principles. And Experience/track record in analyzing and assessing the feasibility of Fintech and Islamic Fintech projects in Sultanate of Oman.
- Provide expert advice and technical guidance to the Supervision Directorate on evolving digital banking trends, fintech developments, and regulatory implications.
- Contribute to the formulation and enhancement of supervisory policies, guidelines, and frameworks related to digital banking and fintech oversight.
- Identify, assess, and report risks related to digital banking operations, recommending actionable improvements to ensure operational resilience.
- Collaborate closely with FI’s IT audit teams, cybersecurity specialists, and risk officers to verify the adequacy and effectiveness of digital controls and governance.
Minimum /Desirable Qualifications & Experience:
- Additional professional qualifications in digital banking and finance from an accredited institution. Additionally, Professional certifications (e.g., CISA, CISSP, CISM, Fintech) is highly preferred.
- 10 years of relevant experience of banking/related field and regulatory/supervisory aspects.
