Job description

Lead Cost Controller - Permanent - Muscat, Oman

We are seeking an experienced Lead Cost Controller to join the project control team in Muscat, Oman. This is a strategic project that will develop a regional hub for LNG bunkering services, supporting Oman's energy transition goals.

This is an exciting opportunity to play a key role in managing project costs and ensuring the project is delivered on time and within budget. You will work closely with various stakeholders, including internal teams, contractors, and external partners, to provide accurate cost reporting and ensure adherence to financial processes.

Key Responsibilities:

  • Cost Control Management: Oversee and manage all cost control activities during the execution phase of the project.
  • Budget Preparation & Forecasting: Coordinate the detailed preparation and updates of the project budget (both internal and external) with inputs from project team members.
  • Cost Reporting & Analysis: Prepare monthly cost reports, identify cost trends, variances, and provide recommendations for corrective actions.
  • Invoicing & Payments: Verify contractor invoices, assist with the RFS process, and ensure accurate cash flow forecasting and timely payments.
  • Commitment & Cost Tracking: Monitor project commitments and expenditures, ensuring all cost control documentation is filed according to company procedures.
  • Cost Procedures Development: Contribute to the development and maintenance of comprehensive cost control procedures, ensuring consistency across the project.
  • Stakeholder Liaison: Work closely with TEP Oman Finance Department for all matters related to commitments, payments, and accruals.
  • Reporting & Presentations: Prepare and present cost-related reports for internal teams, project partners, and Omani authorities.
  • Process Improvement: Provide recommendations for continuous improvement in cost control methodologies and project management processes.

Candidate Requirements:

Education:

  • Degree in Accounting, Engineering, or a related discipline.

Experience:

  • Minimum of 15+ years of professional experience, with 10+ years in project cost control, ideally within oil & gas, LNG, or energy projects.
  • Proven experience in managing cost control activities on large-scale projects (construction, fabrication, or yards preferred).
  • Strong understanding of cost breakdown structures, budgeting, invoicing, and financial reporting.

Technical Skills:

  • High proficiency with SAP, Excel, PowerPoint, and project management systems.
  • Solid knowledge of project execution and handover requirements.

Languages:

  • Fluent in English and French (mandatory).
