Job description

Organizational context: UNICEF operates in over 190 countries and territories, dedicated to saving children's lives, defending their rights, and helping them fulfill their potential from early childhood through adolescence. We are committed, passionate, and proud of our work, viewing the promotion of children's rights as a calling. UNICEF offers diverse opportunities for professional and personal development.

Job purpose: The consultancy aims to significantly strengthen Oman's child data ecosystem by developing a comprehensive child well‑being indicators framework. This framework will integrate child‑related data across various sectors to provide a holistic view of children's status, well‑being, and rights. It will enhance evidence‑based planning, policy development, monitoring, reporting, and decision‑making by aligning indicators with national priorities like Oman Vision 2040 and international commitments such as the SDGs and CRC. Additionally, the assignment involves creating digital tools, including a Power BI‑based indicator tool and related visualizations, to facilitate data integration, analysis, reporting, and accessibility for policy and program development. The project also includes developing an operational manual, analytical products, training materials, and conducting capacity‑building activities to ensure the sustained use of the framework and tools by national stakeholders.

Responsibilities: The consultant will be responsible for developing a comprehensive child well‑being indicators framework, ensuring its alignment with national priorities (Oman Vision 2040, 11th National Development Plan) and international commitments (CRC, CRPD, SDGs). This includes identifying, defining, and validating key indicators across relevant sectors. The consultant will also design and develop a user‑friendly digital tool, likely using Power BI, for data visualization, analysis, and reporting of child well‑being indicators. This tool should facilitate data integration from various sources and present information in an accessible format for policymakers and program managers. Furthermore, the consultant will create knowledge management products, including an operational manual, thematic analytical reports, and training materials. A key responsibility will be to conduct capacity‑building activities for national stakeholders, including government institutions and statistical offices, to ensure the effective adoption and sustained use of the indicator framework and digital tools. This involves facilitating workshops, providing hands‑on training, and offering ongoing support to build national expertise in child data management and utilization for evidence‑based decision‑making.

Education: Master's degree in Statistics, Economics, Information Systems, Monitoring and Evaluation, or a related field.

Work experience: Minimum of 10 years of professional experience in developing monitoring and evaluation frameworks, statistical systems, indicator frameworks, data management, or evidence‑based policy development. Demonstrated experience in creating national or sectoral indicator frameworks, dashboards, or data visualization platforms is required.

Skills: Indicator development, Statistical methodologies, Metadata documentation, Results‑based monitoring frameworks, Child‑related monitoring frameworks (CRC, CRPD, SDGs), Data governance, Data integration, Management information systems, Dashboard design, Data visualization tools, Analytical skills, Stakeholder engagement
