Overview

Saudi Gold Refinery (SGR) is a Saudi mining and precious-metals company specialized in the refining of gold and precious metals, bullion production, and value-added precious-metal services. Role Overview: Saudi Gold Refinery (SGR) is seeking a Construction Supervisor in Saudi Arabia to oversee civil and structural works for our refining and CIL plant expansion projects. This role ensures that all construction activities adhere to strict safety, quality, and regulatory standards required for industrial mining operations. The supervisor will manage contractor performance and coordinate site resources to deliver infrastructure on schedule. The Construction Supervisor will report directly to the Engineering & Projects Manager and will play a key role in executing capital projects within the refinery complex. This position demands a disciplined leader who can enforce compliance and drive productivity in a complex industrial environment.

Responsibilities

• Site Execution Oversight: Directs daily construction activities for civil, structural, and mechanical works to ensure alignment with approved engineering designs.
• HSE Compliance Enforcement: Enforces strict adherence to Permit-to-Work systems and safety regulations to maintain a zero-harm environment on site.
• Quality Assurance Control: Inspects materials and workmanship to verify compliance with SASO standards and project technical specifications.
• Contractor Performance Management: Monitors contractor manpower and productivity to ensure weekly construction targets are met without compromising safety.
• Technical Coordination: Resolves site-level technical conflicts by coordinating with the engineering team and reviewing design drawings.
• Progress Reporting: Submits accurate daily and weekly progress reports to track physical completion against the project baseline.
• Material and Logistics Control: Coordinates the delivery and storage of construction materials to prevent site congestion and material damage.
• Handover Documentation: Prepares and validates as-built drawings and quality records to facilitate smooth handover to operations.

Qualifications

• Bachelor's degree in Civil Engineering or Construction Management is required.
• Minimum of 12 years of experience in industrial construction projects is mandatory.
• Proven experience in managing EPC contractors in mining or processing plant environments.
• Strong knowledge of Saudi building codes and MIM regulatory requirements.
• Proficiency in reading and interpreting complex engineering drawings and P&IDs.
• Valid certification in construction safety such as OSHA 30 or NEBOSH.
• Excellent command of English for technical reporting and site coordination.
• Ability to work on-site in industrial locations within the Kingdom of Saudi Arabia.

Preferred / Nice-to-have

• Experience with Carbon-in-Leach (CIL) plant construction or gold refining facilities.
• Familiarity with LBMA security standards for high-value asset construction zones.
• Knowledge of Arabic to facilitate communication with local labor forces.
• Project Management Professional (PMP) certification.

Success Metrics

• Zero lost-time injuries (LTI) recorded during the supervision period.
• 100% of construction milestones achieved within the approved schedule baseline.
• Less than 2% rework cost relative to total construction value.
• All non-conformance reports (NCRs) closed within 7 days of issuance.
• 100% compliance with MIM and SASO regulatory inspections.
• Accurate daily logs maintained with zero discrepancies in progress reporting.
• Successful handover of construction packages to the commissioning team without pending defects.
