Mō te tūranga mahi – about the role This is an exciting opportunity to lead the Workforce Management and Analytics (WFM&A) function for the New Zealand Intelligence Community. Reporting to the Deputy Director-General, People & Capability, you will lead a specialist team responsible for strategic workforce planning and management initiatives and people analytics supporting both the GCSB and NZSIS. You will play a critical role in helping senior leaders make informed workforce decisions by translating data into meaningful insights, strengthening workforce planning capability, and driving the evolution of workforce management practices across both agencies. This position is a healthy mix of practical work with immediate impact alongside strategic and forward-thinking activity.

Key responsibilities

As Workforce Management and Analytics Lead, you will:

  • Lead and develop a high-performing team of workforce management and analytics specialists.
  • Set the strategic direction for workforce management and analytics across the NZ Intelligence Community.
  • Support the personnel budgeting process, partnering closely with Finance to provide workforce costing, forecasting and insights.
  • Ensure the quality, accuracy and integrity of workforce reporting, analytics and workforce insights.
  • Drive the adoption of workforce management and workforce planning practices across agency directorates.
  • Lead strategic initiatives including workforce planning, scenario modelling, predictive analytics and organisational design projects.
  • Modernise workforce reporting and analytics capabilities by improving tools, automation and self-service reporting solutions.
  • Present workforce insights, recommendations and strategic advice to Joint and Senior Leadership Teams.
  • Build strong partnerships across People & Capability, Finance, Payroll, Business Managers, and external public sector stakeholders.

We're seeking a leader who combines strategic thinking, analytical capability, and strong engagement skills. You'll bring:

  • Proven experience leading and developing a specialist analytical, workforce planning, people analytics, or related team. Including translating complex workforce data into practical recommendations that support executive decision-making.
  • Ability to influence and advise senior leaders.
  • Demonstrated expertise in one or more of the following:
  • Workforce management and workforce planning
  • People analytics and reporting
  • Remuneration strategy and review processes
  • Personnel budgeting and workforce costing
  • Technical capability in analytics platforms, business intelligence or data analysis tools/languages.
  • Excellent communication skills, with the ability to make complex concepts accessible to diverse audiences.

The expected appointing range for this position is: $142,093 - $151,566
