Job summary

Napier City Council is delivering a Service Enablement Programme to improve systems, processes, and ways of working that support our people and community. The Service Enablement Lead will coordinate a portfolio of transformation initiatives, provide structure and momentum, and enable informed decision-making from planning through to implementation.

You will monitor progress, manage stakeholders, risks and budgets, and deliver clear reporting to governance groups.

Qualifications

  • Significant experience coordinating or managing complex programmes or portfolios of work involving business transformation or technology implementation.
  • Experience monitoring multiple concurrent projects, balancing priorities, tracking progress, and proactively managing risks.
  • Strong programme and project management expertise across Agile, Waterfall or hybrid delivery methodologies.
  • Excellent relationship-building, communication and influencing skills with senior leaders and diverse stakeholder groups.

Job description

As our Service Enablement Lead, you'll play a pivotal role in coordinating and delivering this programme. Working across multiple business areas, you'll ensure projects remain on track, workstreams are aligned, risks are actively managed, and programme objectives are achieved. You'll bring structure, oversight and momentum to a diverse portfolio of transformation initiatives, supporting leaders and project teams to successfully implement meaningful organisational improvements.

This role is about keeping complex programmes moving. You'll monitor progress, coordinate stakeholders, manage competing priorities, track budgets, risks and dependencies, and provide clear reporting that enables informed decision-making. Te Āheinga - The Opportunity

In this role you'll lead the successful delivery of Council's Service Enablement Programme by:

  • Coordinating multiple transformation projects and programme workstreams to ensure activities remain on track and aligned with agreed priorities and milestones.
  • Monitoring programme performance, managing schedules, budgets, risks, issues and dependencies, while providing accurate reporting and recommendations to governance groups and senior leaders.
  • Working closely with leaders, business units and key stakeholders to coordinate delivery, resolve challenges, maintain programme momentum, and support successful organisational outcomes.
  • Supporting the implementation of new systems, processes and ways of working by coordinating change management activities that enable successful adoption across the organisation.
  • Building collaborative relationships with internal teams, mana whenua, external providers and project partners to deliver shared outcomes.
  • Identifying opportunities to strengthen programme management practices, improve delivery processes, and contribute to the ongoing success of the Service Enablement Programme.

We're looking for an experienced programme or project management professional who thrives on coordinating complex programmes, bringing people together, and ensuring projects are delivered successfully. You're organised, solutions-focused and enjoy working with a wide range of stakeholders to keep work progressing.

You'll bring:

  • Significant experience coordinating or managing complex programmes or portfolios of work involving business transformation, organisational change or technology implementation, ideally within local or central government, or similarly complex environments.
  • Demonstrated experience monitoring multiple concurrent projects, balancing competing priorities, tracking progress, and proactively managing risks, issues and dependencies.
  • Strong programme and project management expertise across Agile, Waterfall or hybrid delivery methodologies.
  • Exceptional relationship-building, communication and influencing skills, with confidence working alongside senior leaders and diverse stakeholder groups.
  • Sound commercial and governance experience, including programme planning, financial oversight, risk management and performance reporting.
  • A collaborative and adaptable leadership style, with a passion for continuous improvement and building capability within teams.

This is a fixed term til Dec 2027, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.

The annual salary package for this role is $107,375 - $120,008 (including KiwiSaver), with the final offer depending on your skills and experience.
