Tēnei tūranga - About the Role:

The Government is planning to replace the Resource Management Act 1991 with two new laws – a Natural Environment Act and a Planning Act. We are looking for an experienced Senior Policy Advisor who can work across the public sector to represent MBIE’s interests as the new resource management system is finalised and implemented. Our ideal candidate will have some prior knowledge of the resource management system which they can draw on to formulate advice on how the new resource management system intersects with MBIE interests and portfolios.

The Infrastructure and Environment Team works across different groups in MBIE and other government agencies to apply an economic lens to a range of infrastructure and environmental policy issues. In addition to leading MBIE’s input on resource management policy the team also coordinates MBIE’s advice on applications under the Fast Track Approvals Act and provides advice to MBIE’s SLT and Ministers on climate change policy issues including the NZ Emissions Trading Scheme, other mitigation policies, and how to adapt to the physical effects of climate change. Accordingly, we are looking for somebody who can turn their hand to a range of complex policy issues.

The team is part of the Communications, Infrastructure and Trade Branch and works collaboratively within the branch and wider Building, Resources and Markets group to help progress key policy priorities. Other responsibilities within the branch include:

• managing New Zealand’s radio spectrum to facilitate the adoption of new technology
• telecommunications regulation and advice on investment in telecommunications infrastructure
• promoting and facilitating trade related regulations, standards and policies, and resilience and competition in supply chains
• the Auckland portfolio

Skills and Experience Required

We are looking for an experienced senior policy advisor who can solve complex problems and formulate high-quality policy advice.

Ideally you will have:

• A good base of experience in public policy as a Senior Policy Advisor.
• Strong knowledge of policy development disciplines and processes.
• Strong stakeholder relationship building, influencing and engagement skills to gain the cooperation and commitment of others.
• The ability to work through ambiguity and deliver results.
• A commitment to developing the capability and expertise of others through coaching and mentoring.
• An understanding of Te Tiriti o Waitangi principles and application of these in public policy and in partnership with Māori.
• Preferably, an understanding of the resource management system and familiarity with the current reforms to the resource management system
