This hands-on role partners with operations to embed robust safety practices, protect people, and continually improve safety performance on major civil infrastructure works.

Qualifications

• Relevant tertiary qualification in Health & Safety or related field.
• 5+ years’ infrastructure H&S experience; bridge project exposure preferred.
• Strong hazard and risk management knowledge.
• Excellent communication with field workforce.
• Solid knowledge of H&S legislation and best practices.
• Proficiency with Microsoft Office and robust documentation.

Are you an experienced Health & Safety professional looking to make a meaningful impact across major civil infrastructure projects? HEB Construction is seeking an experienced Health & Safety Manager to support the Waikare Gorge Realignment Project.

About the Project

The Waikare Gorge Realignment project includes moving 4km of road (realignment) and a new bridge across the Waikare Gorge on State Highway 2 (SH2) at Pūtōrino north of Napier. The 4km realignment and new gorge bridge will make the highway safer and more resilient, offer better access for freight and communities and help avoid future emergency and recovery works in the gorge.

About the Role

As our Health & Safety Manager, you’ll be the subject matter expert on all thing’s safety, ensuring our site teams are safe and empowered every day. You’ll lead the implementation and continuous improvement of our Health & Safety Management System, ensuring alignment with our national strategy, client expectations, and legislative requirements.

This is a role for someone who enjoys being hands‑on in the field, partnering with operational teams, influencing positive behaviours, and embedding robust safety practices that genuinely protect people.

Key Responsibilities

• Provide expert technical advice and coaching to site teams.
• Drive alignment with HEB’s Health & Safety Strategy and legislative requirements.
• Lead and support incident investigations, root cause analysis, and corrective action processes.
• Oversee hazard and risk management processes, ensuring systematic identification, control, and monitoring.
• Facilitate workforce engagement, competency management, performance monitoring, and continuous improvement.
• Lead audits, inspections, assurance activities, and support NZTA and client reporting requirements.
• Support emergency management planning, CIMS integration, and readiness activities.
• Communicate H&S expectations through structured forums, briefings, and stakeholder engagement.
• Work with HEB management to manage training, competency, and compliance oversight.

What You’ll Bring

• Relevant tertiary qualification in Health & Safety or a related field.
• 5+ years’ experience in an infrastructure Health & Safety-focused role, with complex bridge construction experience strongly preferred.
• Strong understanding of hazard and risk management principles.
• Excellent communication skills and confidence engaging with a construction work force.
• Solid knowledge of H&S legislation and best practice.
• Proficiency with Microsoft Office and strong documentation capabilities.
