Job summary

Waikato District Council is seeking an experienced regulatory professional to become the Regulatory Services Principal, leading compliance, monitoring, investigations and enforcement across our regulatory portfolio.

You will provide technical leadership, drive risk-based decision making, and guide staff and leaders through complex legislative changes while building capability and continuous improvement across the team.

Qualifications

• Experience interpreting legislation and regulatory frameworks (RMA, District Plan, bylaws, consent conditions).
• Ability to influence practice, drive consistency, and lead continuous improvement.
• Strong communication and stakeholder engagement skills.

Responsibilities

• Provide authoritative advice on interpretation and application of regulatory frameworks.
• Guide staff on complex compliance and enforcement matters.
• Lead the implementation and continuous improvement of monitoring, compliance and enforcement policy.
• Develop regulatory frameworks, procedures, and quality assurance systems.
• Lead response to legislative changes affecting resource management compliance and enforcement.
• Support complex investigations and enforcement decision making.
• Build capability through coaching, mentoring, and technical leadership.
• Represent Council at regional and national forums and contribute to sector-wide improvements.
• Provide strategic regulatory risk and trend advice to senior leaders.
