Job summary

Buller District Council in Westport, New Zealand, is seeking a Regulatory Compliance Team Leader to guide our compliance functions across environmental health, RMA compliance, and building regulation.

Reporting to the Group Manager Regulatory Services, you will lead a team, manage workloads and deliver statutory obligations while supporting investigations and enforcement activities. This permanent, full-time role offers a chance to influence public health and sustainable development.

Qualifications

• Demonstrated experience leading and developing people in a workplace.
• Experience in regulatory compliance, environmental health, or related field.
• Sound knowledge of legislation, regulations, compliance processes and enforcement principles.
• Strong organisational, investigative and problem-solving skills.
• Excellent written and verbal communication skills.
• Current New Zealand driver’s licence.

Responsibilities

• Lead, mentor and develop compliance staff to high performance.
• Manage team workloads, recruitment and training.
• Oversee regulatory compliance activities across environmental health, RMA, and building.
• Manage environmental health contractor to meet statutory obligations.
• Support investigations, monitoring programmes and enforcement activities.
• Provide technical guidance to staff, customers and stakeholders.
• Maintain compliance registers and monitoring programmes.
• Contribute to policy development, business planning and budget processes.
• Build relationships with Council, industry, government agencies and the wider community.

About the Role | Mō te tūranga

Reporting to the Group Manager Regulatory Services, you will lead and support a team responsible for delivering a diverse range of compliance activities across the district.

Key responsibilities include:

• Leading, mentoring and developing compliance staff to achieve high performance and professional growth.
• Managing team workloads, recruitment, training and performance programmes.
• Overseeing regulatory compliance activities across environmental health, resource management and building compliance functions.
• Managing Council's environmental health contractor to ensure effective delivery of statutory obligations.
• Supporting investigations, monitoring programmes and enforcement activities under relevant legislation.
• Providing technical guidance and regulatory advice to staff, customers and stakeholders.
• Ensuring compliance registers, records and monitoring programmes are maintained to a high standard.
• Contributing to policy development, business planning and budget processes.
• Building positive working relationships across Council, industry, government agencies and the wider community.

We are looking for someone with:

Essential:

• Demonstrated experience leading and developing people in a workplace environment.
• Experience working within a regulatory compliance, environmental health, building, planning or related regulatory field.
• Sound knowledge of legislation, regulations, compliance processes and enforcement principles.
• Strong organisational, investigative and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to build productive relationships while achieving regulatory outcomes.
• A current New Zealand driver's licence.

Desirable:

• Experience working within local government.
• Qualification in environmental health, building regulation, planning, resource management or a related discipline.
• Knowledge of the Building Act 2004, Resource Management Act, Food Act and associated legislation.
• Understanding of the political and community environment in local government
