Job summary

Watercare Services Limited is seeking an experienced Programme Manager to lead and coordinate a major resource management reforms programme in Auckland. This 12-month contracting role involves strategic oversight and cross‑organisational coordination to prepare for legislative and regulatory changes.

You will report to the Head of Strategy and Consenting and work with Watercare and external partners to keep the programme well governed, delivering on milestones, budgets and risk management.

Qualifications

• Experience leading complex or multi-disciplinary programmes.
• Knowledge of New Zealand resource management legislation and regulatory frameworks.
• Experience working through legislative, regulatory or policy change.
• Experience preparing or coordinating submissions and statutory planning processes.

Responsibilities

• Leading and coordinating the resource management reform programme.
• Leading the interface with Auckland Council regarding the development of new plans and policies.
• Developing and managing programme plans, milestones, dependencies, budgets and risks.
• Assessing the impacts of emerging legislation and regulatory change.
• Coordinating organisational readiness and implementation activities.
• Leading the development of submissions, evidence and strategic advice.
• Building strong relationships across Auckland Council, central government, mana whenua and industry partners.
• Coordinating internal technical experts, legal advisers and external consultants.
• Providing clear reporting and advice to senior leaders and governance groups.

Watercare is looking for an experienced Programme Manager to lead and coordinate our response to New Zealand’s evolving resource management reforms. This is a 12-month contracting opportunity where you’ll provide programme leadership, strategic oversight and coordination across a complex programme of work, helping Watercare prepare for emerging legislative, regulatory and planning changes. Reporting to the Head of Strategy and Consenting, you’ll work across Watercare and with external partners to ensure the programme remains coordinated, well governed and focused on delivery.

• Strong programme management experience, particularly across complex or multi-disciplinary programmes
• Knowledge of New Zealand resource management legislation, planning systems and regulatory frameworks at national and regional scale
• Experience working through legislative, regulatory or policy change
• Experience preparing or coordinating submissions and statutory planning processes
• Strong stakeholder management, influencing and negotiation skills
• Experience working with senior leaders and governance groups
• The ability to bring together technical specialists and external advisers
• Strong commercial judgement, political awareness and a clear focus on delivery
