Job summary

Ministry of Justice - New Zealand is seeking a Programme Manager on a fixed-term basis in Wellington to lead Te Au Reka, a major digital transformation of justice processes. You will oversee multiple projects, manage risks and budgets, and drive alignment across delivery, change and design teams.

You will lead a high-performing delivery group, mentor senior managers, and ensure governance reporting is robust.

Responsibilities

  • Lead the delivery of multiple projects and squad-based workstreams within a large-scale transformation programme.
  • Provide strategic oversight, assurance and direction across programme delivery activities.
  • Ensure effective management of risks, issues, dependencies, scope, schedule and budget.
  • Drive alignment across delivery, digital, change and process design teams.
  • Accountable for implementation of system releases.
  • Lead, coach and develop a multidisciplinary team of delivery professionals.
  • Foster a high-performance, accountable and collaborative culture.
  • Build delivery capability and grow future leaders within the organisation.
  • Set clear expectations and support professional development and succession planning.
  • Build trusted relationships with senior leaders, judiciary representatives, suppliers and government stakeholders.
  • Provide high-quality advice and reporting to governance groups and executive leadership.
  • Represent and advocate for the Te Au Reka delivery function both internally and externally.

Te Au Reka is a large, complex and unique programme spanning the courts and tribunals of New Zealand. Te Haeata/The Opportunity

As Programme Manager, you will provide leadership across multiple projects and delivery streams for Te Au Reka, ensuring successful delivery of programme outcomes while driving excellence in project and delivery practices.

Leading a high-performing team of Senior Project Managers, Project Managers and Delivery Leads, you will be responsible for delivery performance, programme assurance, resource management and the overall integrity of delivery reporting. You will act as a centre of excellence for project management and delivery, supporting the successful execution of Te Au Reka's strategic objectives.

This is a role for someone who thrives in complex environments, can confidently lead through ambiguity, and knows how to bring people together to deliver meaningful outcomes.

What You’ll Be Doing
Leadership and Delivery
  • Lead the delivery of multiple projects and squad-based workstreams within a large-scale transformation programme.

We're looking for a seasoned programme or project delivery leader who has:

Essential Experience
  • Significant experience leading large-scale, complex programmes or transformational initiatives.
  • Proven success managing multiple concurrent projects or delivery streams.
  • Experience leading and developing multidisciplinary teams.
  • Strong stakeholder management skills, including engagement with senior executives and external partners.
  • Experience operating within complex, high-profile and evolving environments.
  • Ideally, experience working within the public sector or government environment.
Technical and Professional Expertise
  • Extensive programme or project management expertise, supported by relevant qualifications or equivalent experience.
  • Deep knowledge of project delivery and agile frameworks.
  • Strong governance, assurance and risk management capability.
  • Excellent financial and commercial acumen.
  • Exceptional communication, influencing and relationship-building skills.
  • Strong analytical and strategic thinking abilities.
