Job summary

Job description

• Lead the development and delivery of strategic initiatives improving commercial transport safety and compliance outcomes
• Build and manage relationships with industry groups, regulated parties, government agencies and delivery partners
• Use operational insights, evidence and system-level thinking to inform harm reduction programmes and improve regulatory outcomes
• Identify risks, issues and opportunities across the commercial transport sector and advise senior leaders
• Represent NZTA in industry forums and collaborate across the wider regulatory system
• Support the Head of Commercial Transport Regulation in delivering a risk-informed, future-focused regulatory approach aligned with NZTA's overarching regulatory strategy
• Lead sector-wide initiatives supporting safety performance beyond compliance and reducing unnecessary regulatory burden

Requirements

• Significant experience in a senior leadership or advisory role within a regulatory, transport, or similarly complex system
• Strong strategic thinking skills and sound judgement
• Ability to translate regulatory strategy into practical programmes delivering measurable safety and compliance outcomes
• Proven ability to build and maintain strategic relationships across government and industry
• Strong system-level thinking and ability to turn strategy into action
• Experience influencing and building credibility across diverse stakeholder groups
• Strong written and verbal communication skills
• Proactive, outcome-focused approach and commitment to continuous improvement
• In-depth understanding of regulatory and compliance requirements within the New Zealand land transport system, particularly commercial transport operations and safety
• Knowledge of, or willingness to gain an understanding of, Te Ao Māori and promote tikanga and Te Reo Māori
• Knowledge of, or willingness to gain an appreciation of, Te Tiriti o Waitangi as it applies in the public service
• Legal right to live and work in New Zealand
