Job summary

Waka Kotahi NZ Transport Agency is seeking a professional to lead moderate to complex investigations into suspected non-compliance by licensing providers, testing officers, and instructors, identifying risks and developing practical compliance responses.

The role operates in an intelligence-led environment, supports enforcement actions, and collaborates with regulatory agencies to achieve fair, robust outcomes.

Qualifications

• Experience in intelligence-led investigations.
• Ability to translate intelligence into actionable insight and evidence-based approaches to investigations, compliance, and regulatory activities.
• Strong analytical skills to identify risks, trends and emerging issues and develop defensible recommendations.
• Experience undertaking investigative activities including desk-based enquiries, evidence gathering and interviews.
• Ability to support intelligence collection, analysis, assessment, and information-sharing to achieve regulatory outcomes.
• Proven experience managing end-to-end investigations or regulatory matters with sound judgement.
• Knowledge of prosecution processes and working with legal teams would be advantageous.
• Demonstrated ability to build and maintain relationships with internal and external stakeholders.
• Commitment to continuous improvement and understanding of Te Ao Māori and Te Tiriti o Waitangi in public sector.

Responsibilities

• Lead moderate to complex investigations into suspected non-compliance by licensing providers, testing officers, and instructors.
• Identify risks and respond to issues that could impact public trust and safety.
• Gather and assess evidence; manage end-to-end investigative activities; develop practical compliance responses.
• Progress matters through the Compliance Response Framework and support enforcement actions where appropriate.
• Liaise with other regulatory agencies as required.
