Shirley Parsons is currently seeking a Health, Safety, Environment & Quality (HSEQ) Manager to join a leading fuel retail business. This is a growing organisation, operating a major hazard facility and a national network of retails sites. In this critical leadership role, you focus on ensuring safety compliance, and continuous improvement across high-risk operations.

Reporting to the Terminal Manager, with a dotted to the CEO, you will lead the development and implementation of HSEQ systems, policies, and procedures. You’ll provide strategic and technical guidance across the business, with a strong focus on managing major incident hazards at the company’s Upper Tier Major Hazard Facility.

Key responsibilities
  • Lead HSEQ strategy, systems, and compliance across distribution and retail operations
  • Provide expert guidance to leadership, staff, contractors, and regulators
  • Manage and maintain the Safety Case for the Major Hazard Facility
  • Oversee audits, risk assessments, and incident investigations
  • Design and deliver training programs to build HSEQ capability
  • Ensure compliance with ISO standards (45001, 14001, 9001 and 31000)
  • Lead emergency preparedness and response planning
  • Manage reporting and data for board-level and regulatory requirements
  • Promote employee wellbeing through targeted programs and initiatives
  • Foster a positive safety culture and high-performance environment
The successful HSEQ Manager will have
  • 5+ years’ experience in a senior HSEQ role within a high-risk or regulated industry
  • Tertiary qualifications in health & safety, environment, or a related discipline
  • Experience in major hazard facility operations
  • Strong working knowledge of HSEQ legislation and risk management techniques (e.g. HAZOP, LOPA, SFAIRP)
  • Proven experience with HSEQ management systems and ISO standards
  • Advanced skills in incident investigation and audit design
  • Excellent interpersonal and communication skills, with the ability to influence at all levels
  • Commercial acumen and a proactive, solutions-focused mindset
  • Full right to work in New Zealand
