Watercare is seeking a General Manager, Commercial to act as the principal commercial authority for its multi-billion-dollar capital programme. Reporting to the Chief Programme Delivery Officer, you will set and govern the portfolio-wide commercial strategy and lead a high-performing team of Commercial Managers.

You will own procurement strategy, delivery models, and risk transfer, and provide expert advice to the Executive Leadership Team and Board, ensuring value for money and affordability.

Qualifications

• 15+ years of senior commercial leadership on major infrastructure portfolios.
• Proven track record as an executive peer in large, complex organisations.
• Advanced procurement and strategic sourcing across multi-stage delivery environments.
• Experience with D&C and multi-party delivery models, international contractors, or commercial transformation is desirable.

• Escalation authority for major claims, disputes and high-value commercial negotiations; ensure early warning of risk and affordability pressure.
• Lead, develop and grow a high-performing team of Commercial Managers embedded across programmes.

The opportunity

Reporting to the Chief Programme Delivery Officer, you will be Watercare’s principal commercial authority for major infrastructure investment. You will set, govern and assure the portfolio-wide commercial strategy across a multi-billion-dollar capital programme, so that outcomes deliver value for money, affordability and the right balance of risk while supporting a sustainable supply market.

What you will lead

You will own the commercial governance framework, delegations and assurance regime for major capital investment, and act as senior commercial advisor to the Chief Programme Delivery Officer, Executive Leadership Team and Board.

You will set portfolio-wide positions on procurement and delivery models, including alliance, design and construct, and early contractor involvement, and own Watercare’s commercial risk appetite and risk transfer philosophy.

You will lead strategic market engagement with the infrastructure sector, building pipeline visibility and long-term delivery partnerships.

You will be the escalation authority for major claims, disputes and high-value commercial negotiations, and ensure commercial reporting gives early warning of emerging risk and affordability pressure.

You will lead, develop and grow a high-performing team of Commercial Managers embedded across programmes.

What you will bring

• Extensive senior commercial leadership experience (typically 15 years or more) on major infrastructure portfolios, ideally including time on the contractor side
• A proven track record as an executive peer in large, complex organisations
• Advanced procurement and strategic sourcing expertise across multi-stage delivery environments
• Strong commercial and financial acumen, sound judgement under pressure, and the integrity and presence to influence senior stakeholders and governance forums
• Experience with D&C and multi-party delivery models, international contractors, or commercial transformation is highly desirable
