About the role

As the Engineers’ Representative and Contract Manager – Roading, you’ll lead the delivery of Council’s roading operations in partnership with the Council’s contracting partners. This influential role oversees the performance and compliance of professional services within operational maintenance and capital renewal roading contracts—ensuring they meet key service levels, quality standards, and legislative requirements.

With a focus on continuous improvements, the position plays a critical role in enhancing outcomes across the entire roading network. Other core responsibilities will include:

  • Developing and enhancing relationships within our roading alliance, contractors, community stakeholders, elected officials, and other agencies
  • Managing an annual operational budget, including financial forecasting and reporting
  • Taking a lead on contract audits and KPI analysis,
  • Providing expert input into planning, reporting, and community consultation
  • Ensuring effective risk management and safety practices
  • Act as the Council’s technical expert on roading operations

About you

You will bring significant experience in contract management (c.10 years), with a strong background in civil engineering, particularly in roading maintenance and construction. You are known for your ability to lead, collaborate, and engage with a wide range of stakeholders whilst delivering high-quality outcomes.

This operational and strategically focused role will see you will bring:

  • A degree in Civil Engineering or a related field, along with qualifications within project management
  • Strong knowledge of NZS 3910 and industry-standard contracting practices
  • Experience in local government, a consultancy, or roading contracting environment
  • Skills in risk management, health and safety, and asset management principles
  • Financial acumen in budgeting, planning, and reporting
  • A high level of integrity, professionalism, and customer focus
