This role entails conceptualizing, developing, and implementing the Organization’s legal and regulatory strategy and associated policies to ensure full compliance with applicable laws, regulations, and industry standards, while proactively mitigating current and future legal and regulatory risks. The role is responsible for safeguarding the legal interests of Organization in both the short and long term, supporting business sustainability and strategic objectives. This includes representing the organization in legal and regulatory matters, providing expert legal counsel to the Board and senior management, and actively engaging with regulatory bodies such as the Telecommunication Regulatory Commission (TRC) to ensure alignment with regulatory frameworks, facilitate approvals, and manage compliance-related obligations.

Job Description

  • Lead the formulation and execution of the Organization\'s legal and regulatory strategy to ensure proactive compliance and safeguard business continuity.
  • Serve as the principal liaison with regulatory bodies including TRC ensuring timely alignment with evolving legal frameworks and policy changes.
  • Ensure full compliance with the Financial Transactions Reporting and its associated Rules.
  • Represent the Organization in judicial, and regulatory forums, defending its interests with legal precision and authority.
  • Oversee the legal governance of the Organization’s operations including right to information, intellectual property, and dispute management.
  • Provide strategic legal advice on contracts, partnerships, procurement, and investment decisions across the Organization.
  • Drive uniform legal practices and documentation standards across the Organization to minimize compliance exposure and cost.
  • Manage and guide internal legal teams and external counsel to ensure timely and cost-efficient legal resolutions.

Candidate Profile

  • Bachelor of Law (LL.B.) from a recognized university.
  • Attorney-at-Law, enrolled in the Supreme Court of Sri Lanka.
  • Postgraduate qualification in Telecommunications Law, Commercial Law, or Public Policy – preferred.
  • Minimum 15 years in legal practice with at least 5–7 years in leadership roles within the telecom or regulated industry. Proven experience in dealing with TRC and other key regulatory bodies. Strong litigation exposure and practical understanding of contract, labour, cyber, and financial services law.
