Whakatāne District Council is looking for a highly motivated and collaborative Business Analyst to join our Digital Services team. As a Business Analyst at Whakatāne District Council, you'll play a key role in ensuring our systems, processes, and services are fit-for-purpose and future-ready. Working closely with project teams, system owners, and end users, you'll translate business needs into well-defined requirements and support the design and delivery of innovative solutions. Your ability to analyse, document, and communicate effectively will ensure projects run smoothly and result in meaningful outcomes for our community.

Your responsibilities will include:

  • Engaging with stakeholders to understand and document business needs, goals, and pain points.
  • Leading workshops, interviews, and research activities to gather and prioritise requirements.
  • Creating user stories, process maps, prototypes, and other documentation to guide solution development.
  • Supporting the development and implementation of software and systems, including QA and user testing.
  • Assisting in procurement and vendor evaluation processes where required.
  • Communicating clearly with stakeholders to ensure shared understanding and smooth delivery.
  • Contributing to internal training and supporting continuous improvement initiatives.

You're an experienced business analyst who brings curiosity, logic, and a passion for problem-solving. You're comfortable working across diverse teams and projects and thrive in a dynamic environment where no two days are the same.

You will bring:

  • A relevant tertiary qualification (e.g. business, information systems, computer science, or similar).
  • 3-5 years of experience in a business analyst role or similar.
  • Strong analytical and critical thinking skills, with the ability to translate complexity into clarity.
  • Experience in process analysis, requirements elicitation, and stakeholder engagement.
  • The ability to produce clear, user-friendly documentation and present insights effectively.
  • A collaborative mindset, excellent communication skills, and a customer service focus.
  • Knowledge of software development life cycles, project management methodologies and experience in QA or testing is a plus.
