Qualifications

• University degree in Computer Science, IT, IS, Engineering, BIS or related field.
• At least 6 years of relevant professional experience in ICT advisory, digital transformation or technology consulting.
• Experience preparing technical proposals for public-sector ICT consultancy assignments.
• Experience managing multidisciplinary ICT consultants and/or technology subcontractors.
• Strong understanding of ICT systems, software platforms, integration and public-sector digital transformation.
• Ability to prepare methodologies, work plans, staffing estimates and budgets.
• Strong project management, analytical, organizational, communication and negotiation skills.

Responsibilities

• Identify and assess ICT advisory, digital transformation and technology consultancy opportunities under EU framework contracts and international programmes.
• Analyse Terms of Reference, technical specifications, institutional context and deliverables.
• Assess staffing, delivery arrangements and commercial viability; contribute to bid/no-bid decisions.
• Lead methodologies, work plans, resource estimates and staffing arrangements.
• Translate ICT requirements into activities, deliverables and budgets; coordinate input.
• Collaborate with bid and finance teams to prepare compliant technical and financial submissions.
• Manage awarded ICT advisory and transformation projects with multidisciplinary experts and subcontractors.
• Monitor deliverables, schedules, resources, budgets and contractual reporting.
• Review outputs and coordinate client communication and acceptance of deliverables.
• Contribute to positioning, new services and partnerships.
