Job summary

Spektrum supports apex purchasers and their defence ecosystem with specialist services, aerospace and defence sales, delivery and operational subject matter expertise for NATO and allied governments.

The NATO agency-focused program requires maintaining CIS infrastructure, enforcing security policies, and conducting QA/QC across IT equipment and software while leading technicians and coordinating with stakeholders to meet exercise and operational needs.

Qualifications

  • Strong knowledge of ICT infrastructure management.
  • 5+ years in ICT operations or equivalent experience.
  • Experience with Change and Configuration Management procedures.
  • Knowledge of CIS security policies and cybersecurity principles.
  • Ability to conduct QA/QC for CIS builds and IT equipment.
  • Experience in testing and validation prior to deployment or customer handover.
  • Leadership and team management experience.
  • Effective communication with internal stakeholders and customers.

Responsibilities

  • Maintain JWC and NCST software inventories while ensuring adherence to security policies and standards.
  • Manage QA/QC activities for CIS builds and desktop image builds supporting exercises and operations.
  • Conduct QA/QC testing of IT equipment and software prior to deployment and handover to customers.
  • Ensure implementation and compliance of CIS security policies per exercise documentation.
  • Lead technicians conducting internal quality audits and produce technical audit reports.
  • Liaise with internal Section Heads and provide assistance as required.
  • Plan and schedule own work and monitor others within limited time horizons.
  • Perform other duties as may be required.

We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
  • Maintain JWC and NCST software inventories while ensuring adherence to applicable security policies and standards
  • Manage QA/QC activities for CIS builds and desktop image builds supporting exercises and operational events
  • Conduct QA/QC testing of IT equipment and software prior to deployment and customer handover
  • Ensure implementation and compliance of CIS security policies in accordance with exercise and operational documentation
  • Lead and supervise technicians conducting internal quality audits and oversee the production of technical non-compliance reports
  • Liaise closely with internal Section Heads and provide assistance as required
  • Plan, schedule own work and monitor work of others – where applicable - within limited time horizons
  • Perform other duties as may be required
Essential Skills, Experience and Certifications
  • Strong knowledge of Information and Communications Technology (ICT) infrastructure management
  • Experience in Change and Configuration Management procedures, including software releases, updates, approvals, and compliance tracking
  • Knowledge of cybersecurity principles, CIS security policies, and compliance requirements within operational and exercise environments
  • Ability to conduct Quality Assurance (QA) and Quality Control (QC) processes for CIS builds, desktop image builds, IT equipment, and software systems
  • Experience in testing and validation of IT systems prior to operational deployment, exercises, or customer handover
  • Strong analytical and reporting skills, including the ability to identify non-compliances and produce detailed technical audit reports
  • Leadership and team management experience, including coordinating technicians and directing quality audit activities
  • Effective communication and coordination skills to liaise with internal units, stakeholders, and customers
