Job summary

NRC is seeking a Global Roving and Emergency Response HAS Manager to provide expert guidance, operational support and training across worldwide operations. The role strengthens humanitarian access and safety risk management while collaborating with country leadership and emergency response teams.

Responsibilities include leading risk management, developing access plans, and mentoring HAS staff. The position requires extensive field deployments and adherence to humanitarian principles and IHL.

Qualifications

• Minimum 5 years of experience as a manager (e.g., Area Manager or Country Director) in humanitarian/recovery contexts with safety and security responsibilities.
• Proven, solid HAS experience, preferably in NGO environments.
• Experience in HAS administrative tasks and budgeting for HAS roles/activities.
• Experience in operating in complex, volatile contexts.
• Experience gathering, organizing and analyzing HAS-related information.
• Fluency in English and French (written and spoken) required.

Responsibilities

• Lead and monitor the implementation and compliance of the security risk management framework for staff, participants and assets.
• Develop country-level humanitarian access approaches, including Access Plans and negotiations.
• Provide technical advice on HAS Operational Plans and budgets as part of strategy development.
• Occasionally act as Regional Head of HAS during leaves or vacancies.
• Ensure HAS solutions align with humanitarian principles and International Humanitarian Law.
• Mentor HAS staff in the field during deployments.
• Establish coordination mechanisms where needed and support local partners.
• Assist in access severity assessments and HAS training delivery.
• Perform other tasks assigned by the line manager.
