Job summary

NTU International A/S seeks a Non-Key Expert – Sustainable Infrastructure Development to support technical assistance for planning, preparation and implementation of sustainable, resilient infrastructure investments in Papua New Guinea and across the Pacific region. The role requires extensive experience in infrastructure development, feasibility studies and donor-funded projects.

Responsibilities

• Provide technical assistance for planning, preparation and implementation of sustainable infrastructure projects.

• Engage with government, utilities, IFIs and development partners to promote climate-resilient infrastructure.

Job description

NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.”

The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders.

The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste.

In this context, NTU International is seeking a qualified Non-Key Expert – Sustainable Infrastructure Development to support technical assistance assignments related to the planning, preparation and implementation of sustainable, resilient and inclusive infrastructure investments.

Qualifications and Skills:

• University degree, preferably at postgraduate level, in a field relevant to the assignment, such as civil engineering, infrastructure engineering, transport engineering, environmental engineering, urban or regional planning, infrastructure economics, or another related discipline.
• Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context.
• Strong knowledge of sustainable infrastructure development, preferably contextualised to Papua New Guinea and the Pacific region.
• Ability to work independently and effectively within multidisciplinary and multicultural teams.
• Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas.

General Professional Experience:

• Minimum 6 years of professional experience working in developing countries in infrastructure development, infrastructure planning, engineering, sustainable infrastructure and/or other relevant fields.

Specific Professional Experience:

• Sustainable infrastructure planning and development.
• Infrastructure project identification and preparation.
• Prefeasibility and feasibility studies.
• Infrastructure investment planning and project appraisal.
• Transport, energy, water, sanitation and/or municipal infrastructure.
• Climate-resilient and disaster-resilient infrastructure.
• Green and low-carbon infrastructure.
• Infrastructure maintenance and asset management.
• Environmental and social sustainability of infrastructure investments.
• Infrastructure financing and private sector participation.
• Procurement and infrastructure project implementation.
• Institutional strengthening and capacity building in infrastructure sectors.Programming, monitoring and evaluation of infrastructure development programmes.

Assets:

• Professional experience in Papua New Guinea and/or the Pacific region.
• Experience in other developing-country contexts.
• Knowledge and experience in at least one EU-funded project.
• Experience working with government institutions, infrastructure agencies, utilities, IFIs, private sector actors, development partners and local communities.
• Experience with climate-resilient, environmentally sustainable and inclusive infrastructure development.
• Familiarity with the particular infrastructure development, connectivity and climate-resilience challenges of Pacific Island Countries, Small Island Developing States and remote communities.

Language Requirements:

• Excellent written and spoken English is required.
