Specialist - Project Manager Buildings & Infrastructure

Key Responsibilities
- Managing the complete lifecycle of the implementation of building/infrastructure projects in accordance with project governance standards.
- Defining the scope of projects, developing plans in coordination with stakeholders, and ensuring timely delivery of all required project management products and deliverables.
- Recommending technical solutions aligned with organisational objectives and operational requirements.
- Coordinating and managing required approval processes with the governance bodies of the host state.
- Collaborating with relevant managers to secure and allocate resources for successful project execution.
- Managing project communication, ensuring clear, consistent and timely information flow with all stakeholders.
- Leading procurement processes for project‑related products and services in compliance with procurement rules, coordinating closely with relevant corporate functions.
- Managing project budgets, performing necessary financial procedures and preparing accurate and timely financial reports.
Key Requirements and Knowledge
- Level of education as described in the vacancy notice on Europol’s website.
- Experience in managing building and infrastructure projects.
- Experience in applying structured project management methodologies, such as Managing Successful Programmes (MSP), PRINCE2 or Project Management Professional (PMP).
- Experience in engineering activities or technical background in large construction/refurbishment projects, including implementation of building systems and infrastructure.
- Experience in understanding, reviewing, interpreting and managing architectural and technical documentation.
- Experience in managing projects involving multiple sourcing models including multidisciplinary design approaches, systems integration, and partially or fully outsourced development.
- Experience in business continuity management, including development, evaluation of strategies, methods and frameworks.
- Knowledge of project and/or programme management methodologies.
- Knowledge of building systems, including electrical and mechanical installations, technical infrastructures, business continuity systems and data centres.
- Knowledge of project planning tools, financial and resource management.
- Ability to develop project requirement documents and supporting technical specifications for buildings and infrastructure projects.
- Project management certification or qualification, such as MSP, PMP or PRINCE2 (desirable).
Compensation and Benefits
- Basic monthly salary: €6.758,53 (step 1) or €7.042,56 (step 2).
- Indicative net salary of AD6 step 1 for a staff member (single) in receipt of expatriation allowance (16%):
- Single: €6.976,28
- With two dependent children: €9.079,51
