Job summary

Shine is seeking a Senior Programme Manager to orchestrate cross-team banking outcomes, including regulatory milestones and core infrastructure migrations, across Europe. You will align Product, Tech, Legal, Compliance, Ops and external partners to deliver complex programmes on time.

Reporting to the Director of Strategic Providers and Projects, you will influence multiple markets (France, Germany, NL, Denmark) and ensure scope, risk and governance stay aligned with safe, compliant and scalable

Qualifications

  • 7+ years experience in Programme Management, PMO, or Chief of Staff in product-driven fintech.
  • Complex delivery record across cross-functional initiatives.
  • Product-led fluency with incremental delivery and scope shifts.
  • Systems thinker mapping dependencies across internal teams, vendors and regulators.
  • Ruthless prioritizer protecting critical path while maintaining security and compliance.
  • Pragmatic under pressure, choosing lean processes to solve problems.
  • Master facilitator running high-efficiency, decision-focused sessions.
  • Autonomous and practical with lean artifacts.
  • Technically literate with APIs, data flows, platform migrations and release readiness.
  • Commercially aware weighing cost of delay and capacity constraints.
  • Regulatory awareness of EU financial regulations (PSD2, DORA, ACPR/BaFin/DNB).
  • Languages: English required; French, German, Dutch or Danish a plus.
  • Modern tooling proficiency with Linear, Notion or equivalents.

Responsibilities

  • Orchestrate end-to-end banking programmes across Product, Tech, Legal, Compliance, Ops and vendors.
  • Define clear success metrics, ownership and post-launch reviews.
  • Protect regulatory/market dates by managing scope while maintaining guardrails.
  • Drive sliced delivery along the critical path to de-risk launches.
  • Partner with Product leadership to prioritize programmes and trade-offs.
  • Own launch and operational readiness including runbooks, migrations, and monitoring.
  • Align cross-functional teams through clarity and trust rather than authority.
  • Deliver concise status reports for leadership and Steering Committees.
  • Facilitate workshops designed for fast decision-making.
  • Manage dependencies and risks across teams, vendors and regulators.
  • Establish decision rights to resolve locally and escalate when needed.
  • Use governance to accelerate execution and remove roadblocks.

The Strategic Providers and Projects team at Shine

The team consists of 3 people based in France, Germany and the Netherlands.

Our goals are to strategically manage and expand our partner ecosystem ensuring alignment with our strategic, business and regulatory goals. This includes contractual discussions, commercial negotiation and monitoring of performance.

The team supports Banking teams (Product & Tech, Banking Ops & Compliance) in the implementation of new initiatives and technical partnerships, and ensure the needs of internal departments are met during the partner selection process.

Additionally the team proactively monitors industry trends and regulatory changes to provide insightful recommendations to the wider Banking teams through opportunity studies.

Your role as a Senior Programme Manager

As our Senior Programme Manager, you will orchestrate the delivery of Shine's most important cross-team banking outcomes - market launches, core infrastructure migrations, and major regulatory programmes - the work that spans several product domains, operational teams, regulatory stakeholders, and strategic providers, and that no single product team owns end to end.

You will not own the teams or their roadmaps; you align them. Shine runs as a product-driven organisation: durable teams own their domains, and Product Managers own product outcomes, priorities, and roadmap direction; cross-functional teams shape the solution. Your role is to hold delivery confidence across complex programmes and, where it is committed, the date - and to treat scope as the lever you actively manage to get there while protecting compliance, customer safety, operational resilience, security, and the minimum viable outcome. You move work forward through clarity, trust, and relationships rather than authority: sequencing dependencies across Product, Tech, Legal, Compliance, Operations and external providers, surfacing risk early and honestly, and resolving blockers peer-to-peer, escalating only what genuinely needs leadership.

Reporting directly to the Director of Strategic Providers and Projects, this is a senior, highly autonomous role for someone who thrives on owning complex, multi-stakeholder programmes in a fast-moving fintech environment across our key markets: France, Germany, the Netherlands, and Denmark.

  • Launches and regulatory milestones are delivered on time with explicit trade-offs and zero avoidable surprises.

  • Product, Tech, Legal, Compliance, Ops, and external partners maintain continuous alignment on outcomes, risks, dependencies, and launch readiness.

  • Scope is actively trimmed around the Minimum Viable Outcome without compromising compliance, resilience, security, or customer safety.

  • Leadership reporting drives actionable decisions rather than passive status updates.

  • Programme management acts as a delivery accelerator for teams, not administrative overhead.

  • Operational readiness, user adoption, and business benefits are tracked continuously beyond go-live.

Your Responsibilities
Programme & Project Management
  • Orchestrate end-to-end banking programmes from outcome definition to execution across Product, Tech, Legal, Compliance, Ops, and vendors.

  • Define clear success metrics, establish benefit owners, and conduct post-launch reviews to evaluate long-term impact.

  • Protect hard regulatory/market dates by managing scope while keeping compliance, security, and operational guardrails intact.

  • Drive incremental, sliced delivery along the critical path to de-risk launches and avoid big-bang releases.

  • Partner with Product leadership to prioritize concurrent programmes and make trade-offs transparent.

  • Own overall launch and operational readiness (runbooks, support models, migrations, rollbacks, communications, and monitoring).

Stakeholder Alignment & Communication
  • Align cross-functional teams through clarity and trust rather than formal authority.

  • Deliver concise, decision-oriented status reporting for leadership and Steering Committees.

  • Facilitate workshops designed strictly for fast decision-making rather than status recaps.

Dependency & Risk Management
  • Maintain real-time visibility across team, vendor, and regulatory dependencies to anticipate second-order risks early.

  • Explicitly manage key vendor integrations (milestone alignment, risk visibility, cutover plans, and clear ownership boundaries).

  • Partner with SMEs and Legal to identify risks early and execute concrete contingency plans.

  • Resolve blockers directly with teams; elevate only when genuinely stuck, always bringing a recommended decision.

Process & Governance
  • Rely on minimal, high-impact artifacts (clear goals, live dependency maps, honest risk registers) over heavy documentation.

  • Offer lightweight templates and playbooks as opt-in services to product teams, not forced governance.

  • Run action-oriented retrospectives that result in concrete operational improvements.

  • Establish clear decision rights so teams know what to resolve locally versus what requires escalation.

  • Use governance strictly to accelerate execution and remove roadblocks.

Location

Location: Amsterdam, Berlin, Madrid, Porto or Copenhagen (Hybrid: up to 2 remote days per week).

About You

  • Complex delivery record: Proven execution of complex, cross-functional initiatives (e.g., core infrastructure or international market expansion).

  • Product-led fluency: Skilled in incremental delivery, rolling-wave planning, fixed deadlines, and evidence-based scope shifts (aligning rather than overriding PM roadmaps).

  • Systems thinker: Maps complex dependencies across internal teams, third-party vendors, and regulators to catch downstream issues early.

  • Ruthless prioritizer: Protects the critical path and cuts scope deliberately while maintaining security, compliance, and resilience guardrails.

  • Pragmatic under pressure: Remains steady when deadlines are at risk, defaulting to the lightest process that solves the problem.

  • Master facilitator: Tailors communications across all organizational levels and runs high-efficiency, decision-focused sessions.

  • Autonomous & practical: Self-directed operator who produces lean, high-impact artifacts without prompt and avoids process for its own sake.

  • Technically literate: Conversant in APIs, data flows, platform migrations, testing, and release readiness to partner effectively with tech leads.

  • Languages: Professional English fluency required. French, German, Dutch, or Danish is a plus.
