Job summary

TMC is seeking a Project Leader for Underground Infrastructure in Enschede, to guide large-scale projects from conception to realization of cables and pipelines. You will coordinate with public and private clients, manage KLIC-related processes, and oversee legal/technical documentation while mentoring junior team members.

Requirements include HBO/WO in a technical field, 3–5 years in underground infra, AutoCAD/GIS proficiency, and strong Dutch/English communication.

Qualifications

• Higher professional education (HBO) or university degree (WO) in a technical field (e.g., Civil Engineering, Infrastructure).
• 3–5 years of experience in a similar underground infrastructure role.
• Experience with integrated projects and knowledge of cables and pipelines laws/regulations.
• Proficiency with AutoCAD and GIS; 3D design is a plus.
• Experience drafting VtA/VtM letters, POS, and compensation agreements.
• Excellent Dutch and English communication, both spoken and written.

Responsibilities

• Advise clients on underground infrastructure within major projects including redevelopment of stations, highways, railways or urban development.
• Manage processes around cables/pipelines, from KLIC notifications to relocation and installation.
• Draft and manage technical and legal documents (VtA/VtM, POS, indemnification).
• Lead discussions with network admins, government authorities, and other stakeholders to find optimal solutions.
• Identify commercial opportunities within projects and contribute to new business.

You support the client from the initial phases of the project through to the final realization of cables and pipelines (K&L).
