Overview

Rutgers is the leading Dutch centre of expertise on sexuality. We operate nationally and internationally in about 20 countries. We advocate for positive change on issues that impact people’s health and lives, focusing on sexual rights, access to sexuality education, contraception and safe abortions, and prevention of sexual violence. Rutgers connects research, practice and advocacy, with an extra focus on young people.

We are recruiting a (32-36 hours, vacancy number 2025-06).

Role

Project Leader for Health Happens Here. You will lead, plan and coordinate the multi-country programme within agreed timelines, budgets and quality frameworks. You will facilitate smooth collaboration between Rutgers, in-country partners and other stakeholders, and work with the Portfolio Manager Health, Strategic Policy Advisor, Thematic Experts and PMEL colleagues to guide the project team from inception to delivery. Within Rutgers Expertise & Programmes, you will contribute to a portfolio focused on Health, Safety and Education.

Responsibilities
  • Translate the project proposal into a detailed, phased project plan.
  • Lead the realisation, rollout and implementation of the programme, including country strategies and workplans, with internal and external partners.
  • Coordinate and delegate tasks to project team members, ensuring cohesion, clarity and momentum.
  • Monitor progress, ensure quality, oversee budget management and timely donor reporting.
  • Maintain strong working relationships with implementation partners and coordinate on joint deliverables.
  • Advise on learning, improvement and risk mitigation throughout the project cycle.
  • Represent Rutgers and the project at relevant (inter)national meetings and events.
Your profile

We seek a strategic thinker and practical organiser with a strong background in international SRHR programming. You should excel at connecting people, navigate complexity with tact, and value inclusive partnerships. You combine technical project management skills with coaching, empathy and a results orientation.

You Bring
  • A higher education degree (Bachelor or Master) and extensive experience managing large-scale international projects.
  • Proven ability to lead multi-stakeholder teams and navigate intercultural collaboration.
  • Experience with budgeting, donor reporting and monitoring frameworks.
  • Working proficiency in French, English and Dutch.
  • A flexible, collaborative mindset and the ability to stay focused in a dynamic context.
  • Demonstrated experience and affinity with SRHR, gender or related human rights initiatives.
  • Experience in fragile or politically sensitive contexts – especially in East and West African countries – is a plus.

What We Offer

You will work in an international environment with motivated colleagues. Salary for a 36-hour week for a Project Leader ranges from €4,315 to €5,604 gross per month (FWG scale 60), depending on knowledge and experience. Benefits include holiday allowance (8.33%), end-of-year allowance (8.33%), 5.5 weeks of holiday, parental leave options, discounts on vitality activities, bicycle scheme, and an annual balance budget. The Cao GGZ collective labour agreement applies. The office is in Utrecht, the Netherlands, with many colleagues worldwide; some work from home. Candidates should be based in the Netherlands for face-to-face collaboration.
