Spektrum is seeking a Principal Technician (ICT Systems) to install, maintain and repair ICT systems in The Hague, supporting 24/7 on-call operations for NATO-related services. The role requires hands-on hardware and software configuration, end-user support, and ongoing system/network monitoring.

You will collaborate with multiple teams to ensure secure, reliable ICT infrastructure, and you will contribute to deployment planning and on-site engineering changes.

Qualifications

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

RoleDuties and Responsibilities

  • The Principal Technician (ICT Systems)is responsible forthe installation, maintenance, and repair of information and communication technology systems. He/she provide technical support to end-users and troubleshoot any issues that arise. They stay up to date with the latest technology trends and make recommendations for system improvements. They handle tasks related to configuring hardware and software, managing computers and networks devices, troubleshooting technical issues, ensuring data security and system reliability, and provide technical support to end-users. They collaborate with various departments to understand their technology needs andoptimizethe organization's ICT infrastructure to support business operations efficiently.
  • Duties and Responsibilities:
  • Software configuration
  • Assistsin designing, verifying, documenting,amendingand refactoring moderately complex software configurations for deployment.
  • Applies agreed standards and tools, to achieve a well-engineered result.
  • Collaborates in reviews of work with others asappropriate. System software
  • Monitors operational systems for resource usage and failure rates, to inform andfacilitatesystem software tuning.
  • Applies system software parameters to maximise throughput andefficiency.
  • Installs and tests new versions of system software.
  • Contributes to preparation of software implementation procedureswith fall back contingency plans.
  • Network support
  • Carries out agreed network maintenance tasks and specifiedoperational configuration of network components.
  • Establishand diagnose network problems/faults using therequiredtroubleshootingmethodologyand tools.
  • Uses network management software and tools to collect agreedperformance and traffic statistics.
  • Systems installation and removal
  • Installs or removes hardware and/or software, using suppliedinstallation instructions and tools, including handover to the client.
  • Uses standard procedures and diagnostic tools to testinstallations, correct problems, and document results.
  • Records details of all components that have been installed andremoved.
  • Assistsusers and follows agreed procedures for further help orescalation.
  • Contributes to the development of installation procedures andstandards.
  • Release and deployment
  • Uses approved tools and techniques for specific deploymentactivities.
  • Administers the recording of activities, logging of results anddocuments technical activities undertaken.Additionalduties for this post:
  • The Principal Technician (ICT Systems) will provide 24/7Immediate On-CallResponse to the Service Operations withtechnical AirC2expertiseand solutions at Level 2 support withticket response and resolutions that will meet current operationalneeds and defined Key Performance Indicators (KPIs).
  • The Principal Technician (ICT Systems) will work as an on-siteintegrated memberof the assigned service team, when not on 24/7on-call duty for immediate ticket response and resolution. He willhelp with the design, development,testandonsitesupport ofengineering changes to services, processes, organisation,
    operatingmodeland other aspects. This effort may berequiredin
    addition to his/her daily service operations and maintenance tasks.

EssentialSkills,Experienceand Certifications

  • Higher vocational training in a relevant discipline with 3 years post- related experience. Or a secondary educational qualification with 5 years post-related experience.
  • Experience:
  • At least 3 years practical experience of implementation and maintenance of ICT end systems within a large organization.
  • Good experienceconfiguring hardware and software.
  • Good understanding of ICT systems and the ability to work independently to solve problems.
  • Hands-on experience troubleshooting technical issues and providing technical support to end-users.
  • Hands-on experience on troubleshooting technical issues and providing technical support to end-users.
  • Network configuration, debugging trouble shouting (TCP/IP, VPN, VLAN,firewall, DNS).
  • Cybersecurity infrastructure understanding.
  • Hardware and software configuration of Server hosting platforms, custom disk configurations with specific storage controllers, RAIDconfiguration,redundancy management.
  • Overall Strong analytical and problem-solving skills on:
  • Remote server administration
  • Network tool usage (Wireshark)
