Job summary

Acta Marine seeks an experienced QHSSE Manager to join the Rotterdam team, guiding strategy and operations in a global maritime setting. You will report to the CEO and collaborate with the Management Team to elevate safety, quality, and sustainability.

You will drive the IMS implementation, lead cross-functional efforts, and shape ESG initiatives for sustainable growth, with hybrid working and international challenges.

Qualifications

• Academic or technical/nautical background with relevant QHSSE qualifications.
• Strategic leader capable of operating between boardroom and operations.
• Extensive QHSSE leadership experience in international, operational environments.
• Experience implementing and developing Integrated Management Systems and standards.

Responsibilities

• Lead a compact, international QHSSE team across disciplines.
• Define QHSSE policy to ensure continuous improvement and compliance.
• Develop an organisation where safety, quality and sustainability are integrated day-to-day.
• Be accountable for design and implementation of Acta Marine’s IMS.
• Initiate and contribute to ESG strategies to minimize environmental impact.
• Analyze accident statistics, identify trends, and plan improvements.
• Translate policies into clear processes and support vessel implementation.
• Facilitate yearly management reviews and drive year plan improvements.
• Serve as CSO and DPA with a focus on strategic safety leadership.

And not only about ensuring compliance, but about positioning QHSSE as an integral part of decision-making, commercial effectiveness, and day-to-day operations—within an international, dynamic maritime environment. This is a role with international scope, visible impact, and the opportunity to elevate QHSSE to a higher level of maturity.

As Manager QHSSE, you operate at the intersection of strategy and operations. You report directly to the CEO, are a member of the Management Team, and act as a trusted sparring partner to both executive leadership and operations.

This role does not call for a traditional Manager QHSSE, but for a leader—someone who maintains overview, creates clarity, engages people, and firmly positions QHSSE as a strategic success factor.

Key Responsibilities

• Leading a compact, international QHSSE team and collaborate closely with operational and technical disciplines across the organisation. In doing so, you combine strategic leadership with coaching, alignment, and strengthening ownership within the line organisation;
• Creating structure without bureaucracy, strengthen culture without creating polarisation, and ensure that systems deliver tangible value;
• Maintaining strong visibility towards the international operational environment;
• Defining the QHSSE policy to make sure the Acta Marine organization is continuously improving and compliant with applicable QHSSE laws and regulations;
• Further developing an organisation in which safety, quality, and sustainability are embedded as a natural way of working which delivers results;
• Accountable for the design and implementation of Acta Marine’s corporate IMS;
• Initiating and contributing to Environmental, Social, and Governance strategies to minimize environmental impact and promote sustainability;
• Analysis accident and incident statistics, identifying trends and suggesting improvement plans;
• Translating QHSSE policies into clear processes and procedures to support implementation in the organization and the vessels;
• Facilitating yearly management review, advises on necessary improvements and monitors implementation of the year plan;
• CSO and DPA.

Job Requirements

• Academic or technical/nautical educational background, supplemented with relevant QHSSE qualifications.
• Strategic leader capable of seamlessly operating between boardroom and operations.
• Extensive QHSSE leadership experience within an international, operational environment (preferably maritime or offshore).
• Proven track record in the implementation and continuous development of Integrated Management Systems and relevant standards (e.g. ISO, OHSAS, ISM, ISPS, MLC).
• Strong expertise in safety leadership, risk management, compliance, and sustainability/ESG within an operational context.
• Experience in international stakeholder environments, including audits, incident management, and culture transformation programmes.
• Strong connector with organisational awareness and the ability to influence without becoming bureaucratic.
• Brings calm, maintains oversight, and demonstrates natural authority in a dynamic international environment.
• Cultural ambassador who visibly embeds safety, quality, and sustainability into behaviours and decision-making.
• Hands-on mindset combined with vision, a drive for professionalisation, and a pragmatic approach.
