Job Description

Build the environments that help transform health

At Johnson & Johnson Engineering & Property Services (E&PS), we shape the workplaces, laboratories, utilities and infrastructure that enable our colleagues to innovate, manufacture and deliver for patients and customers. This role offers the opportunity to lead meaningful capital investments across the J&J Leiden Campus and to influence projects from the earliest business need through successful operational handover.

The opportunity
The Manager, Project Management - Technical Capital Projects

is accountable for the successful delivery of an assigned portfolio of site-based capital projects across the J&J Leiden Campus. The portfolio includes facilities, utilities, infrastructure and business-enabling investments in regulated environments.

The role leads projects from ideation and front-end development through funding approval, design, procurement, execution, commissioning, qualification, operational handover and financial close-out. The Project Manager converts business needs into practical engineering solutions and establishes the scope, governance, resources, delivery strategy and stakeholder alignment required for predictable execution.

Working closely with Sponsors, E&PS, Facilities Management, EHS, Quality, Procurement, Finance, Engineering, Operations, Information Technology and external delivery partners, the Project Manager ensures projects are delivered safely and in accordance with approved scope, cost, schedule, quality and compliance requirements.

The role also provides functional leadership and performance oversight to external Project Managers and project delivery partners, setting clear expectations and strengthening delivery capability across the portfolio.

Portfolio & Front-End Leadership
  • Lead assigned projects from business need through option development, feasibility, project definition and funding approval.
  • Translate business requirements into clear objectives, scope, success criteria and executable delivery strategies.
  • Establish Sponsor alignment, project governance, decision rights, Core and Extended Project Teams and stakeholder engagement.
  • Prepare projects for applicable J&J stage-gate decisions and maintain visibility of portfolio priorities, dependencies, resource demand and key decisions.
Safe, Compliant & Predictable Delivery
  • Deploy applicable One Construction Safety requirements and ensure all parties comply with project safety expectations.
  • Lead multidisciplinary internal and external teams across design, procurement, construction, commissioning, qualification, validation, handover and close-out.
  • Define and monitor project KPIs covering safety, scope, cost, schedule, quality, risk and delivery performance.
  • Ensure robust project controls, risk management, change control, issue resolution and timely escalation.
  • Ensure adherence to J&J processes, site requirements and applicable Dutch legislation, statutory approvals and permitting obligations.
External Partner & Commercial Management
  • Provide functional leadership and performance oversight to external Project Managers, consultants, contractors and delivery partners.
  • Set clear expectations for deliverables, governance, reporting, resource planning and performance.
  • Review delivery performance, agree corrective actions where required and escape sustained underperformance through Project Delivery governance.
  • Partner with Procurement and business functions on contracting strategies, supplier engagement and commercial decision-making.
Sponsor & Stakeholder Leadership
  • Build trusted relationships with Sponsors and cross-functional stakeholders and maintain alignment on project objectives and priorities.
  • Provide clear, concise and decision-oriented communication on progress, cost, schedule, risks, issues, changes and required actions.
  • Facilitate timely decisions, resolve competing priorities and proactively address issues that could affect the Final Project Objectives.
Handover, Close-Out & Continuous Improvement
  • Ensure complete operational handover, documentation, archiving, outstanding-action closure and financial project close-out.
  • Evaluate value delivered against the approved Business Need and capture relevant benchmarking information and lessons learned.
  • Apply lessons learned, share good practices and identify opportunities to strengthen Project Delivery performance and capability.
Skills & knowledge

  • Technical acumen: Understands, challenges and makes informed decisions on complex engineering, construction, utilities and technology-related matters.
  • End-to-end project lifecycle knowledge: Demonstrates technical familiarity with small-to-medium capital projects from ideation, feasibility and concept development through design, execution, commissioning, handover, close-out and post-project assessment.
  • Regulatory and compliance understanding: Understands technical, regulatory, safety and quality requirements and their impact on project scope, design and execution in regulated environments.
  • Project controls: Applies cost management, forecasting, schedule management, change control, risk management and project performance reporting.

  • Cross-functional collaboration: Builds effective partnerships with Real Estate, Facilities Management, EHS, Quality, Procurement, Finance, Engineering, Operations, Information Technology and business stakeholders.
  • Problem solving and conflict resolution: Listens effectively, analyzes complex issues and constructively resolves competing priorities and challenges associated with global standards and guidelines.
  • Continuous improvement: Applies lessons learned, shares best practices and strengthens Project Delivery methods and performance.
Leadership capabilities
  • Leads with ownership and accountability: Takes end-to-end responsibility for project outcomes and drives delivery from business need through operational handover and financial close-out.
  • Creates clarity and direction: Turns complexity and ambiguity into clear objectives, scope, governance, priorities and delivery strategies.
  • Leads through influence: Builds alignment across Sponsors, technical functions and delivery partners without relying on direct authority.
  • Drives performance and accountability: Sets clear expectations and holds internal teams and external partners accountable for commitments, quality and results.
  • Enables effective decision-making: Distils technical and project information into clear options, recommendations and decisions.
  • Anticipates and manages risk: Identifies emerging constraints and dependencies early, challenges assumptions and drives timely mitigation.
