Spektrum seeks an IT Systems & SharePoint Support Engineer for its The Hague facility to develop and support a booking site, test infrastructure, and manage technical documentation. The role combines site configuration, testing, and documentation stewardship for a critical NATO NCIA project.

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

NCIA requires Shared Technical Work Area (STWA) Support Services for its facility in The Hague.
The role supports three main areas: development and launch of a SharePoint-based STWA booking site, technical setup/testing of the STWA environment for the Business Continuity Project (BCP), and review/migration/organisation of STWA technical documentation.
Develop, configure, test and support the launch of the STWA SharePoint booking site. Identify issues and improvements before final release. Install and configure equipment within the STWA technical environment. Perform technical checks, infrastructure testing and readiness validation. Configure and test the STWA environment for high-load BCP scenarios. Troubleshoot hardware, software and network-related issues. Review and update technical documentation and SOPs. Document equipment installations, configurations, network mappings, test results, risks and follow-up actions. Review STWA and CSE documentation libraries. Migrate relevant documentation into a central repository and establish a lean, maintainable structure. Support integration of the booking site with the CSU SharePoint site. Coordinate with service owners, technical teams and operational users.

Previous NATO/NCIA experience. Experience in an international military/civilian environment. Business Continuity or resilience-related technical experience. Previous experience with STWA or a similar controlled technical work area, test facility, lab or secure CIS environment. Experience Minimum 3 years of relevant post-related experience. Hands-on experience with SharePoint. Technical setup, equipment installation/configuration and testing experience. Infrastructure readiness and technical validation experience. Technical documentation and repository management experience. Service delivery and stakeholder coordination experience.
Bachelor's degree in Computer Science, Information Technology or a related field, OR equivalent professional experience.
The Hague, Netherlands / Remote
The RFQ specifies approximately 50 percent remote and 50 percent on-site at NCIA in The Hague.
Hybrid – approximately 50 percent remote / 50 percent on-site.
The activity schedule specifies that some deliverables are remote, some are on-site and some require both. For the option years, the contractor is expected to travel to The Hague six times per year (March, June, August, September, October and December), with each visit expected to last approximately three weeks. Travel-related costs must be included in the bid price. Base period: 1-31 December 2026 2027 option: 1 January-31 December 2027 2028 option: 1 January-31 December 2028. NATO SECRET clearance – mandatory. One full-time contractor/person is required.
Some travel to other NATO sites may be required.
Valid National or NATO Secret personal security clearance.
The payment allocation is 15 percent / 20 percent / 20 percent / 15 percent / 15 percent / 15 percent, respectively, and payment is linked to acceptance of each deliverable.
