Job summary

Turner & Townsend in Amsterdam (NL) is seeking a Senior Cost Manager / Senior Quantity Surveyor to lead cost management on major real estate and infrastructure projects. You will manage client relationships, mentor junior staff, and oversee cost plans, procurement, and commercial reporting.

The role requires extensive experience, English proficiency, Dutch desirable, and the ability to work across the full project lifecycle in a collaborative, high-performing team.

Qualifications

• Degree in Quantity Surveying, Construction Economics, Civil Engineering, Construction Management, or related discipline.
• 8+ years of relevant cost management or quantity surveying experience, preferably in consultancy.
• Strong experience delivering complex real estate and construction projects.
• Proven ability to lead client relationships and manage multiple stakeholders.
• Excellent understanding of procurement strategies, contract administration, cost control, and commercial management.
• Experience mentoring junior team members and contributing to team development.
• Strong commercial awareness and proactive, solution-oriented mindset.
• Ability to work independently while leading project teams.
• Excellent written and verbal communication skills in English; Dutch is highly desirable.

Responsibilities

• Lead cost management services across the full project lifecycle from feasibility through to project completion.
• Act as the primary point of contact for clients and key project stakeholders.
• Develop and maintain strong client relationships, identifying opportunities to support project and business growth.
• Prepare and oversee cost estimates, cost plans, budgets, and commercial reports.
• Lead procurement and tendering processes, including tender analysis, negotiations, and recommendations.
• Provide contract administration services, including management of change control, variations, claims, and final accounts.
• Deliver commercial and financial advice to clients and project teams.
• Manage project risks and opportunities, ensuring effective cost control throughout project delivery.
• Mentor and support junior Cost Managers and Quantity Surveyors.
• Contribute to business development activities, client presentations, proposals, and bid submissions.
• Support the continued growth and development of the Cost Management team in the Netherlands.
