Job summary

MSF OCA Amsterdam is seeking a Head of Financial Planning & Analysis to lead FP&A across headquarters and country programs. You will report to the Director of Finance, sit on the Finance Management Team, and guide a team of advisors and specialists.

Head of Financial Planning & Analysis (40 h/w)

Based in Amsterdam

Médecins Sans Frontières Operational Centre Amsterdam (MSF OCA) is undergoing a significant reorganisation of its Finance Department. Historically organised along a split between Programs and Headquarters, Finance is moving towards an integrated, global functional model designed to better support MSF OCA’s strategic direction.

This new model brings together expertise across geographies and teams and is structured around three core functions:

  • Global Accounting
  • Financial Planning and Analysis (FP&A)
  • Innovation and Learning

The aim of this reorganisation is to strengthen consistency, accountability, and quality while enabling Finance to operate as one global function, working seamlessly across headquarters and country-level operations.

As part of this transformation, we are recruiting a Head of Financial Planning & Analysis to lead the FP&A function across headquarters and country programs. You will report to the Director of Finance and Business Operations, sit on the Finance Management Team, and lead a team of experienced advisors and specialists.

Why This Role Matters

This role brings together people with very different perspectives and areas of expertise: colleagues supporting country programs and emergencies, headquarters teams and funding partnerships. The Head of FP&A will lead 13 positions across the Operational Finance, Headquarters Finance and Funding Coordination teams, creating the conditions for them to work as one function while valuing the distinct contribution each team makes. It is an opportunity to build stronger connections across Finance and ensure this diversity of experience translates into better support for the organisation.

The ambition is to move beyond reviewing budgets and reporting results after the fact. FP&A will work alongside leaders in headquarters and country programs to understand their portfolios, anticipate financial and operational risks, and help them make better decisions earlier. As an internal control partner, Finance will not take over ownership of risks and controls. Instead, it will bring structure, challenge and practical support: helping teams assess where controls are weak, agree proportionate improvements and follow through on them. The result should be stronger control maturity, fewer recurring audit findings and a Finance function that is closer to the work, more useful in emergencies and more influential in shaping OCA’s direction.

Objective

As Head of Financial Planning & Analysis, you will:

  • Define and drive the FP&A strategy, translating OCA’s strategic direction into coherent multi-year plans, budgets, forecasts and performance insight.
  • Lead the Finance and Budget component of OCA’s business planning cycle, including annual budgeting, multi-year forecasting and clear recommendations to the Management Team and other governance bodies.
  • Bring business partnering to life across headquarters and country programs, ensuring senior leaders and Operations receive practical, timely and decision-focused financial advice.
  • Develop Finance’s role as a portfolio controller and internal control partner, supporting control assessments, stronger risk awareness and action to reduce recurring audit findings.
  • Make Finance more emergency-ready by developing an approach that supports rapid operational decisions and by maintaining a strong partnership with the Emergency Support Department.
  • Provide high-quality financial analysis, scenario planning and advice on budget integrity, cash and liquidity, foreign exchange exposure, restricted funding and donor requirements.
  • Strengthen funding coordination by connecting fundraising, Operations and Finance, aligning funding with operational priorities, and developing the function internationally with other Operational Directorates.
  • Engage in OCA’s strategic planning processes and represent FP&A on relevant internal, international and Audit & Risk Committee platforms.
  • Set direction for and develop a team of senior, independent advisors and specialists, creating a collaborative culture with clear priorities, accountability and room for professional judgement.
  • Contribute as a member of the Finance Management Team and help lead the wider department.
What We’re Looking For
  • You are a relationship-centred finance leader who enjoys working beyond the boundaries of Finance. You listen well, understand operational needs and turn financial information into advice that people can act on.
  • You combine strategic thinking with delivery. You can set a compelling direction for FP&A, lead a complex planning cycle and present forecasts, risks and choices with confidence.
  • You understand the realities of medical humanitarian operations and can adapt financial planning and controls to fast-moving, uncertain and emergency contexts.
  • You are comfortable leading experienced, independent professionals. You create clarity, build trust and hold people accountable without crowding out their expertise.
  • You bring energy and judgement to organisational change, helping people move from a new structure on paper to a stronger way of working in practice.
Candidate Profile
  • Master’s degree in Finance, Accounting, Business Administration, Economics or a related field.
  • At least nine years of relevant finance experience, including experience in a senior management role.
  • Substantial experience with financial planning, budgeting, forecasting, performance management and decision support in a complex international organisation.
  • Previous MSF experience is desirable. Experience gained in OCA or another MSF operational centre or entity is very welcome and experience in a related or similar role with another global INGO will also be considered.
  • Country-program management experience is desirable, either gained in Finance directly or in another Country Management Team position.
  • Demonstrated experience of business partnering with senior operational stakeholders and leading teams through change.
  • Strong understanding of financial risk, internal controls, donor requirements and the humanitarian operating environment.
  • Fluency in English is required; other languages are an asset.
  • Willingness to travel occasionally to MSF country programs and international meetings.

We Offer

An opportunity to lead a newly integrated FP&A function and shape Finance within a major international medical humanitarian organisation.

A Dutch employment contract (40 hours/week), with a preferred start date of 1 December 2026. A management contract for 3 years with option for renewal, subject to satisfactory performance, with another 3 years (maximum 6 years in total).

Gross monthly salary between €5,922 and €8,153 (full-time), depending on experience.
