Job summary

The Hague Institute for Innovation of Law (HiiL) in The Hague is hiring a Project Manager to lead end‑to‑end delivery of our international justice projects. You will own capacity planning, budgets, donor reporting, and risk management, working with country teams to deliver on time and within budget.

This full‑time role (40h/w) is based in the Netherlands with international travel, a 12‑month contract initially, and a monthly salary between €4,200 and €5,600 depending on experience.

Qualifications

• 5+ years of direct work experience in end-to-end project management.
• Bachelor's / Master's degree in a relevant field.
• Experience with standard project management methodologies, tools and software.
• Project Management Certification is an asset.
• Proficiency in Google Sheets for complex trackers, budgets and burn rates.
• Fluency in English; Arabic or French skills are a plus.
• Willingness to travel to areas where HiiL operates.
• Based in the Netherlands; EU citizenship or NL permit required.

Responsibilities

• Manage projects within scope, time, and budget, ensuring quality implementation in line with project plans.
• Develop and manage project budgets/forecasts and donor compliance in coordination with finance.
• Oversee procurement, contracts, and financial burn rates across donor streams.
• Develop new project proposals and work plans with senior project management and donors.
• Provide timely narrative and financial reporting to management and donors.
• Identify risks and manage changes to scope, schedule, and budget.
