Job summary

Black Pen Recruitment seeks a seasoned Project Manager for an international IT programme based in The Hague, the Netherlands. The role is full-time and on-site with hybrid elements, engaging with a major client’s IT team on location.

The candidate will lead cross-functional teams, manage complex ICT projects, and report in English to executives. EU candidates only due to security clearance requirements.

Qualifications

• University degree in IT or relevant discipline with 10+ years of IT experience.
• Minimum 9 years of experience in Project Management.
• 9+ years leading cross-functional/multicultural teams in international ICT projects.
• Experience presenting complex ICT plans to stakeholders in English.
• 5+ years in international environments and/or EU institutions or bodies.
• 5+ years in highly regulated environments, public/government preferred.
• PM Certification such as PRINCE2 Practitioner, PMI PMP, PM2 or similar.
• Excellent command of the English language.

Responsibilities

• Manage and be accountable for multiple projects to PM standards, integrating internal components and external services.
• Strengthen project governance through chairing meetings, checkpoints and boards; keep stakeholders informed.
• Ensure PM documentation, including realistic plan and Gantt chart, is maintained in the PM system.
• Oversee implementation of information systems to meet business needs within cost, time, and quality constraints.
• Facilitate production and approval of project deliverables per the implementation plan.
• Track budget and resources; report to the Stream Lead and assist PMO in deviations.
• Identify dependencies, issues, and risks and manage them proactively.
• Supervise delivery by external suppliers in line with contracts and resolve related issues.

Our client, a leading Software, Information and Communication Technologies company, operates internationally (Athens, Brussels, Luxembourg, Copenhagen, Stockholm, London, Nicosia, Hong-Kong, Valetta, etc). Our client is a renowned supplier of IT services to government institutions, multinational corporations, public administrations and multinational companies, research and academic institutes.

Role Overview

Our client currently has a vacancy for a Project Manager fluent in English, to offer his/her services as an expert will be based in The Hague, the Netherlands. The work will be carried out either in the company’s premises or on site at customer premises. In the context of the first assignment, the successful candidate will be integrated in the team of the company that will closely cooperate with a major client’s IT team on site.

Requirements

• University degree in IT or relevant discipline, combined with minimum 10 years of relevant working experience in IT;
• Minimum 9 years of experience in Project Management;
• Minimum 9 years of experience leading cross-functional and multicultural teams in international ICT project environments, with a proven ability to coordinate, and align diverse team efforts to successfully deliver complex projects;
• Minimum 9 years of experience presenting complex ICT project plans, progress reports, and outcomes in English to stakeholders, including clients, executives, and cross-functional teams;
• Minimum 5 years of experience in working in an international environment and/or 2 years in EU institutions or bodies;
• Minimum 5 years of experience working in a highly regulated environment, preferably in a public/government environment;
• Minimum 5 years of experience in standard project management tools such as MS Project;
• Experience in managing minimum five (5) end to end projects involving Commercial-off-the-Shelf software deployments, Cloud deployment, incremental software delivery, ICT infrastructure deployment, and/or service integration with external parties;
• Good knowledge of planning and estimation techniques;
• Good knowledge of MS office including PowerPoint timelines and schedule visuals;
• Good knowledge of structured approach to incremental software integration projects working with system integrators, e.g. with an example of a service integration with a third party service provider Enterprise service bus integration with internal and external services will be considered an asset;
• Good knowledge of infrastructure projects, i.e. projects with a scope to deliver (virtual) infrastructure, connectivity and environments is considered an asset;
• Good knowledge of Public IT procurement, (EU) tendering processes and contract management throughout project lifecycles will be considered an asset;
• The following certificate is required: PM Certification such as PRINCE2 Practitioner, PMI PMP, PM2 Certified or similar;
• Excellent command of the English language.

Responsibilities

• Manage and be accountable for a series of projects to the project management standards, specifically concerned with integrating internal developed components and services and with external services;
• Strengthen project governance implementation through chairing meetings when needed, checkpoints and boards of assigned projects, keeping stakeholders informed with up-to-date information at all times and ensuring appropriate decision making;
• Ensure that all relevant project management documentation, including a realistic plan and Gantt chart agreed among the project stakeholders, is in place in the project management system at any given time. This includes participating directly in the production of project management deliverables;
• Manage the implementation of information systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality;
• Facilitate the production and approval of project deliverables, at the specified quality level and in accordance with the project implementation plan;
• Track and monitor project implementation in accordance with the scope, budget and person days specified in the project implementation documentation;
• Participate in identification and handling of dependencies, issues and risks affecting the project;
• Monitor of the budget and resources available to the project, reporting to the Stream Lead (Budget holder), and support PMO undertaking steps to correct deviations either through the financial procedures or through resource management processes;
• Supervise the delivery of products and services by external suppliers in accordance with the contracts in place, addressing and resolving issues and risks related to the relationship with those suppliers.
