Job summary

TOPdesk is seeking a European Tender Desk Manager to lead a growing international tender operation of about 60-90 tenders annually. You will manage a three-person team across NL and DACH, own the European tender framework, and ensure timely, compliant submissions while expanding best practices and reusable content.

You will build a scalable operating model, align with Sales and Legal, and drive capacity planning and quality across markets.

Qualifications

• Proven experience managing complex tenders, bids or RFPs in an international B2B environment, ideally in software, SaaS or IT services.
• Familiarity with European public procurement, particularly in Germany and/or the Netherlands.
• Experience leading and developing teams across locations with shared processes.
• Experience managing concurrent tenders with capacity planning and stakeholder skills.
• Confidence to challenge incomplete input and resolve deadlines.
• Experience with response libraries, QA and tender tooling like Brainial.
• Fluent English and fluent in German or Dutch; trio preferred.

Responsibilities

• Lead and develop the three Tender Coordinators across the Netherlands and DACH.
• Build the European operating model with a single intake route and clear governance.
• Plan capacity, forecast demand and advise on bid/no-bid decisions.
• Drive process quality with milestones, approvals and compliant submissions.
• Coordinate expertise with Sales, Legal, Finance and other teams.
• Own the knowledge base, templates and content reuse for tenders.
• Scale delivery with tooling, AI-assisted analysis and adoption training.
• Measure performance and drive continuous improvement.
