Job summary

eBay in Amsterdam is seeking an expert Senior Manager of Europe Trade Compliance & Export Controls to lead the EU trade controls program across import, export, and customs.

You will partner with Legal, Product, Engineering, Shipping, Risk, and Compliance to implement scalable controls, assess obligations, and train teams on EU regulations.

Reporting to the Director of Export Controls & Trade Compliance, this role shapes eBay's European compliance posture and supports global initiatives.

About The Team

eBay's Global Compliance organization helps the company manage regulatory risk while enabling safe, trusted, and balanced commerce globally. We partner closely with Legal, Product, Engineering, Shipping, Payments, Risk, Government Relations, and business leaders to develop practical and scalable compliance programs.

We are seeking an expert Senior Manager of Europe Trade Compliance & Export Controls, based in Amsterdam, to serve as the Trade Compliance lead for Europe and support eBay's global import, export, and customs compliance program.

Reporting to the Director of Export Controls & Trade Compliance, this role will own the assessment and management of European country-specific export control, import, and customs requirements that may apply to eBay. The Senior Manager will also support the broader global program, including U.S. export-control requirements, where they affect eBay's European operations, users, transactions, and cross-border commerce.

What You Will Accomplish

• Serve as eBay's Trade Compliance lead for Europe, covering applicable EU and national export controls including the EU Dual-Use Regulation, German Foreign Trade and Payments Act and Ordinance (AWG/AWV), German national export controls, and applicable EU and German customs and trade-related requirements).
• Support the Director in developing and operating eBay's global trade compliance program, including supporting U.S. nexus requirements under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).
• Assess eBay's obligations across marketplace, transaction, shipping, and logistics models, including where eBay performs activities that may create direct import, export, or customs obligations.
• Provide subject-matter expertise and business facing training on EU export controls and customs requirements, including classification, licensing, customs valuation, country of origin, duties, declarations, and import/export formalities.
• Develop and maintain risk assessments, policies, standards, controls, governance, and processes addressing applicable trade compliance risks, including an effective and proportionate Internal Compliance Program (ICP) addressing export-control.
• Partner with Product, Engineering, Shipping, Operations, Legal, Risk, and Sanctions Compliance to implement scalable controls addressing restricted items, destinations, end uses, shipping and routing risks, and customs requirements.
• Monitor and assess regulatory developments, including EU customs reform, EU Customs
• Data Hub, Trust and Check trader status, EU and national export control developments, import compliance, and evolving requirements for e-commerce and cross border
