Job summary

HR ProjectPartners BV seeks an experienced Cost Engineer to lead cost estimating, budgeting, and cost control for a large offshore energy EPC program in the Rotterdam area. You will drive cost visibility across engineering, procurement and construction, supporting changes and risk assessments throughout the project lifecycle.

The role requires a degree in engineering or related field, several years’ EPC/oil & gas experience, and proficiency with SAP, Primavera and Excel-based tools to manage CBS

Qualifications

• Bachelor's degree in Engineering, Quantity Surveying, Construction Management or related field.

Responsibilities

• Develop and maintain detailed cost estimates for engineering, procurement, fabrication and installation activities.
• Set up and maintain cost control systems, budgets and cost breakdown structures (CBS).
• Monitor expenditures against budget, identify variances and report on cost trends and forecasts.
• Prepare regular cost reports (weekly/monthly) for project management and stakeholders.
• Support change management by assessing financial impact of variations and change orders.
• Align cost and schedule performance with planning engineers (earned value management).
• Liaise with procurement and contracts on commitments, PO and vendor cost control.
• Support risk and contingency assessments and flag potential cost overruns early.
• Contribute to lessons learned and continuous improvement of cost estimating and control processes.

We are looking for an experienced Cost Engineer to join a large-scale offshore energy project team. You will be responsible for cost estimating, budgeting, and cost control throughout the project lifecycle, ensuring financial visibility and control across engineering, procurement, and construction (EPC) activities.

Key Responsibilities

• Develop and maintain detailed cost estimates for engineering, procurement, fabrication, and installation activities.
• Set up and maintain cost control systems, budgets, and cost breakdown structures (CBS).
• Monitor project expenditures against budget, identify variances, and report on cost trends and forecasts.
• Prepare regular cost reports (weekly/monthly) for project management and stakeholders.
• Support change management processes by assessing the financial impact of variations and change orders.
• Work closely with planning/scheduling engineers to align cost and schedule performance (earned value management).
• Liaise with procurement and contracts teams on commitments, purchase orders, and vendor cost control.
• Support risk and contingency assessments, and flag potential cost overruns early.
• Contribute to lessons-learned and continuous improvement of cost estimating and control processes.

Requirements

• Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or a related field.
• Several years' experience as a Cost Engineer/Cost Controller within EPC, oil & gas, or offshore/renewable energy projects.
• Strong knowledge of cost estimating, budgeting, forecasting, and earned value techniques
• Proficiency with cost control and project management software (e.g., SAP, Primavera, Excel-based cost tools).
• Familiarity with contract types and procurement processes in an EPC environment.
• Strong analytical skills and attention to detail.
• Good communication skills, able to present cost data clearly to technical and non-technical stakeholders.
