Job summary

Rotterdam Innovation City is seeking a Compliance Officer to own the compliance function and maintain the MiCAR licence. You will advise the board on the regulatory perimeter as the business expands into new services and authorisations.

You will lead the second line daily, oversee the first-line CDD team, review escalated cases, and own reporting to supervisors. You’ll work with product and engineering on onboarding, monitoring and custody software.

Qualifications

• Five to ten years of compliance experience at a regulated financial institution.
• Experience applying for and maintaining regulatory licences and communicating with supervisors.
• Experience leading a compliance team or a significant domain.
• Familiarity with MiCAR, DORA, Wft, Wwft and related EU regulations.
• Hands-on CDD, transaction monitoring and reporting; team leadership a plus.

As Compliance Officer you own the compliance function. You are our primary point of contact with supervisors, you keep the MiCAR licence in good standing, and you advise the board on our regulatory perimeter as the business grows into new services and authorisations.
You also lead the second line day to day. You oversee the first-line CDD team, act as final review on escalated cases, and own the reporting obligations that come with a licensed crypto-asset service provider. Alongside that, you work closely with our product and engineering teams, who build the onboarding, monitoring and custody software you rely on.
Several of our processes are still being built. The expectation is that you help build them.

• Act as the company's primary point of contact with supervisors: AFM, DNB and others.
• Maintain the MiCAR licence, ensure continuous compliance with applicable regulations, and advise the board on the regulatory perimeter.
• Monitor regulatory developments and translate them into a prioritised implementation roadmap.
• Guide licensing strategy for further authorisations, such as payment services and electronic money.
• Report to the board on compliance status, incidents and key risk indicators, and deliver periodic reporting to supervisors.
• Maintain company policies and procedures, and make sure they are current and applied throughout the organisation.
• Advise product and engineering teams on compliance-related software, including customer onboarding and review flows, transfer services and custody arrangements.
• Maintain the compliance monitoring and testing programme, and track remediation of findings from audits and supervisory reviews.
• Oversee the first-line CDD team and act as final review on escalated cases.
• Own second-line reporting processes: transaction monitoring escalations, reporting of unusual transactions to FIU-Nederland, and sanctions screening and notification obligations.
• Oversee compliance with the Travel Rule (TFR) and our DAC8 and CARF reporting obligations.
• Deliver the compliance training programme to internal staff.
• Represent the compliance function externally, including in industry associations.

• Experience with asset management and institutional lending concepts, and how they apply to bitcoin and other crypto-assets.
• Familiarity with external compliance tools used in this market, such as ComplyAdvantage, Crystal Blockchain analytics and Notabene.
• Familiarity with fintech partnership models, including banking-as-a-service and third-party custody.
• Experience advising technical teams and translating compliance topics into actionable recommendations.

• Five to ten years of experience in compliance at a regulated financial institution: a bank, payment institution, investment firm or crypto-asset service provider.
• Experience applying for and maintaining regulatory licences, and communicating directly with supervisors.
• Experience running a small to medium-sized compliance team, or independent ownership of a significant compliance domain at a larger institution.
• Experience building, owning and implementing company policies and procedures.
• Familiarity with MiCAR, DORA, Wft, Wwft, Sanctiewet, TFR, DAC8 or comparable EU financial regulations.
• Hands-on experience with CDD, transaction monitoring and unusual transaction reporting. Experience managing first-line CDD analysts is a plus.
• Comfort representing compliance in front of senior management and the board.
• Working knowledge of English and Dutch.
• A university degree in law, finance, economics, risk management or a related field. Professional certifications in compliance, AML or other relevant topics are a plus.
• Comfort in a fast-paced scale-up where processes are still being built.

• A gross annual salary of €70,000 to €90,000 depending on experience.
