Job summary

Etpa, a European Power Exchange in Amsterdam, is seeking its first dedicated Compliance Officer to implement and run our control framework. You will interact with regulators, oversee licenses, audits, and reporting, and ensure governance aligns with industry standards.

You will own data protection, training, and participation governance, with a focus on non-discriminatory market terms. The role offers high visibility and an opportunity to shape a regulated market.

Qualifications

• 7+ years in compliance, regulatory affairs, legal or assurance within a regulated environment.
• Experience running a control framework and testing adherence.
• Legal background or ability to handle commercial questions with external counsel.
• Ability to tell the difference between a rule being broken and a situation that merely looks unusual.
• Fluency in English and willingness to work from the Amsterdam office.

Responsibilities

• Own and develop our compliance framework: policies, procedures, market rulebook and code of conduct.
• Act as our main contact for regulators and competent authorities, covering license matters, audits, inspections and regulatory reporting, and translate new regulatory developments affecting NEMOs and power trading venues into internal requirements.
• Maintain the compliance monitoring plan and the conflict of interest register, and report findings and remediation to the CEO and the Supervisory Board.
• Safeguard non-discriminatory treatment of our market participants, including the annual review confirming that everyone receives equal commercial and technical terms.
• Establish and administer the Exchange Council, our market participant body, and record its input on material changes to trading rules and systems.
• Design and deliver compliance training, and set the due diligence standard for participant onboarding.
• Own how confidential, market-sensitive and participant-specific information is protected, and make sure the controls around it work in practice.
• Decide who is admitted to sensitive information and on what terms, and keep that picture accurate as people, contracts and systems change.
• Own our data governance and data protection framework, including how data is classified, what can be released, and how it is retained and shared.
• Own the register of suspected breaches, lead investigations through to closure, and support external audits and independent assurance on our controls, information security and data handling.
• Advise the business on legal questions arising from new products, new markets and commercial arrangements.
• Draft and review participant agreements, vendor contracts, NDAs and other commercial documentation.
• Coordinate with external counsel where specialist input is needed, and support corporate governance and Board documentation.

Etpa is a designated European Power Exchange for the short-term electricity market. Our state-of-the-art platform is a key enabler for the transition to renewable energy. We provide access to spot-trading to many new players in the market, including energy traders, battery optimizers, asset owners and utilities.

We outperform our competitors in terms of speed, cash management, scalability, cost and IT connectivity. Our current portfolio of exchanges includes Intraday (XBID), Congestion management (GOPACS) and day after trading (Ex-Post), with day-ahead trading launching later this year. We hold the NEMO license to operate a regulated power exchange and share order books with other European exchanges. We are heavily investing in the expansion of our geography and product suite, with the ambition to become the leading energy exchange in Europe.

About the role

We are looking for our first dedicated Compliance Officer. You report directly to the CEO, with a direct escalation route to our Supervisory Board and to the regulator.

Our governance and control framework has been designed and reviewed. What it needs now is someone to put it into practice: the registers, the access decisions, the periodic checks, the evidence behind them and the reporting that follows.

It is a role for someone who wants to see the whole picture of how a regulated market operates, and who would rather build that picture than inherit it.

Your responsibilities:

About you

• 7+ years in compliance, regulatory affairs, legal or assurance within a regulated environment. Consultancy, a law firm, financial services, market infrastructure or a regulator.
• You know what it takes to run a control framework yourself and can make one actually operate rather than only exist on paper. You are comfortable with registers, evidence and documentation, and with testing whether something is genuinely being followed.
• A legal background, or the confidence to handle commercial and corporate questions with external counsel behind you.
• The judgment to tell the difference between a rule being broken and a situation that merely looks unusual.
• Willingness to tell the business no, and the skill to keep the relationship afterwards.
• You are comfortable making calls on your own judgement as a one-person function, and know when a question needs external expertise.
• Clear writing. Much of what you produce is something a regulator or a Board will rely on.
• Fluency in English, ability to work from our Amsterdam office, and a valid work permit for the European Union.

Nice to have

• Experience at a trading venue, exchange, broker, energy company or regulator.
• Experience setting up a compliance function rather than running an established one.
• Knowledge of data protection, data classification or information security in a regulated setting.
• Familiarity with a market abuse framework such as REMIT or the Market Abuse Regulation (MAR).
