Position Overview
The Head of Business Advisory Services Department (BASD) is a senior leadership role within MTDC’s Technology Ecosystem Development (TED) Division. This position plays a critical role in designing, delivering, and expanding MTDC’s business transformation, innovation support, and consulting services for Malaysian technology-based SMEs, startups, and scale-ups. The incumbent is expected to lead two synergistic units—Subject Matter Experts (SMEs) and the Project Management Unit (PMU)—while ensuring integration, operational excellence, and strategic alignment with MTDC’s broader innovation and commercialization goals.
Key Functions And Scope
- Strategic Department Leadership
- Drive the vision and strategic direction of BASD in alignment with the goals of the TED
Division and Malaysia’s national innovation and economic transformation agenda.
- Establish BASD as the transformation engine and trusted advisory arm to public and private
sector stakeholders.
- Oversee team performance and create a cohesive operational model that integrates the SME and
PMU units.
- Promote a results-driven culture with a focus on execution excellence, knowledge sharing, and
continuous improvement.
- Development of Subject Matter Expertise
- Lead the development and deployment of MTDC’s internal subject matter experts to deliver
practical, contextual, and scalable advisory solutions across diverse industries.
- Oversee specialized SME teams across the following areas:
- Business diagnostics and technology evaluation
- Financial advisory and fundraising
- Commercialization and B2B go-to-market strategy
- Marketing, branding, and enterprise-level B2B market development
- Operations, process improvement, and digitalisation
- People, culture, and rewards transformation
- Technology adoption and innovation pathways
- Ensure advisory frameworks, toolkits, and methodologies are relevant, up-to-date, and customizable for client-specific contexts.
- Facilitate knowledge contribution by SME teams to both internal projects and external
consultancy engagements.
- Project Management Unit (PMU) Execution
- Oversee end-to-end project management for advisory engagements, including planning,
implementation, monitoring, and closure.
- Enforce robust project governance models covering scope, timelines, resource allocation,
budget tracking, and stakeholder engagement.
- Lead the execution of strategic projects such as:
- Startup and SME accelerators/incubators
- National and sectoral transformation programs
- Advisory support tied to government grants, incentives, and industry development
agendas
- Ensure timely delivery, quality assurance, and high client satisfaction across all advisory
projects.
- Business Development Support & Client Engagement
- Support the Business Development Department by providing technical inputs during
opportunity assessment, proposal development, and costing.
- Participate in and lead client presentations, consultations, and strategic scoping discussions,
particularly for complex or large-scale projects.
- Cultivate high-trust relationships with ministries, agencies, GLCs, private corporations, and
industry associations.
- Actively identify and pursue opportunities for new advisory programs, client accounts, and
strategic partnerships.
- Project Portfolio & Service Expansion
- Lead a diverse portfolio of consulting programs and initiatives, including but not limited to:
- Innovation and startup accelerators/incubators
- Technology commercialization and scaling programs
- Business transformation and performance improvement advisory
- Financial restructuring and investment readiness support
- SME capability development initiatives and policy-linked strategic programs
- Develop strategies to expand MTDC’s advisory footprint regionally and internationally.
- Explore collaborations with foreign governments, multilaterals, and consulting partners to
broaden service delivery and impact.
Qualifications And Experience
Education
- Bachelor’s degree in Business, Management, Economics, Technology Management, or related
disciplines (required)
- Postgraduate degree (MBA, Master’s in Strategy, Innovation, or Public Policy) is preferred
Professional Experience
- 12–18 years of experience in consulting, enterprise development, transformation programs, or
public-private innovation platforms
- Prior leadership roles in management consulting firms, government-linked agencies, or
innovation-focused organizations
- Proven experience managing cross-functional teams and large-scale, multi-stakeholder
advisory projects
- Strong familiarity with Malaysian SME dynamics, digital transformation, and innovation
ecosystem trends
Certifications (Preferred)
- Project Management (PMP, PRINCE2)
- Change Management (Prosci ADKAR, Kotter)
- Agile, Design Thinking, or Lean methodologies
