Russell Tobin is seeking a high-caliber Deputy CFO to act as the CFO’s second-in-command, providing leadership across financial reporting, consolidation, treasury, tax planning and risk management for the Group.
The role drives governance, controls and strategic finance initiatives, including finance transformation, sustainability disclosures and enterprise-risk oversight, with strong interaction across senior management and the Board.
Serve as the second-in-command of the Finance Department and principal deputy to the CFO, providing leadership and oversight across Group financial reporting and consolidation, treasury, tax compliance and planning, Group insurance, Finance Shared Services and the Finance Centre of Excellence.
The role supports the CFO in corporate exercises, strategic initiatives, sustainability and finance-related enterprise risk management; ensures the integrity of financial reporting, regulatory compliance, strong financial controls and effective stewardship of the Group’s financial resources; and provides leadership continuity for the Finance Department.
1. Deputy to the CFO and Finance Leadership
a. Act as the CFO’s second-in-command and provide leadership continuity across the Finance Department.
b. Translate the CFO’s priorities into coordinated finance plans, policies, controls and deliverables across the Group.
c. Represent the CFO at management, Board or committee meetings when delegated, and elevate material financial, compliance and risk matters promptly.
2. Group Financial Reporting and Consolidation
a. Lead the preparation and review of timely and accurate monthly, quarterly and annual consolidated financial statements and management reports.
b. Oversee Bursa Malaysia announcements, annual reports and other statutory or regulatory financial filings.
c. Ensure compliance with MFRS, IFRS, Bursa Malaysia Listing Requirements, the Companies Act and applicable Group accounting policies.
d. Maintain robust consolidation processes, accounting judgements, disclosures, controls and audit readiness across the Group.
3. Treasury and Capital Management
a. Oversee Group liquidity, cash flow, funding, banking facilities, foreign exchange exposure and treasury controls.
b. Optimize cash deployment, borrowing costs and capital structure while ensuring compliance with financing covenants and policies.
c. manage key relationships with banks, lenders and other financial institutions.
4. Tax Compliance and Planning
a. Oversee corporate income tax, indirect tax, withholding tax, transfer pricing and other applicable tax matters across the Group.
b. Ensure accurate and timely tax filings, payments, documentation and responses to tax authorities.
Lead lawful and commercially sound tax planning, assess tax implications of business initiatives and monitor legislative developments
5. Group Insurance
a. Oversee the Group insurance programme, including risk assessment, coverage adequacy, renewals, premiums, claims and broker or insurer relationships.
b. Ensure insurance arrangements are aligned with the Group’s risk profile, contractual obligations and business continuity requirements.
6. Finance Shared Services
a. Provide strategic oversight of Finance Shared Services, including accounts payable, accounts receivable, treasury operations and other centralized transaction-processing activities.
b. Drive service quality, standardization, productivity, controls, customer responsiveness and compliance with agreed service levels.
c. Strengthen governance, segregation of duties, issue resolution and performance measurement across shared-service processes.
7. Finance Centre of Excellence
a. Lead the Finance Centre of Excellence in standardizing policies, processes, data definitions and finance operating practices across the Group.
b. Sponsor finance transformation, systems implementation, automation, analytics and continuous-improvement initiatives.
c. Promote process ownership, scalable controls, digital capability and adoption of best practices throughout Finance.
8. Corporate Exercises and Strategic Support
a. Assist the CFO with mergers and acquisitions, divestments, restructuring, fund-raising, joint ventures and other corporate exercises.
b. Coordinate financial due diligence, valuation, modelling, transaction structuring, integration planning and engagement with advisers or regulators.
c. Provide financial analysis and strategic support for investment decisions, business plans, major contracts and other Group priorities.
d. Support the preparation of Board and committee papers, Bursa Malaysia announcements and shareholder communications relating to financial or corporate matters.
9. Sustainability and Finance-related Enterprise Risk Management
a. Support the CFO in sustainability governance, strategy, target-setting, performance monitoring and relevant disclosures, with emphasis on financial implications and data integrity.
b. Oversee finance-related enterprise risks, including financial reporting, liquidity, foreign exchange, credit, tax, insurance and finance-process risks.
c. Ensure key finance risks, controls, mitigation actions and emerging issues are identified, assessed, monitored and reported through the Group’s risk-management framework.
10. Governance, Controls and Stakeholder Management
a. Maintain a strong financial-control environment and support internal and external audits, remediation of findings and continuous improvement of finance governance.
b. Manage relationships with auditors, tax advisers, company secretaries, regulators, insurers, bankers and other key stakeholders.
c. Ensure material finance matters are communicated clearly and promptly to the CFO, senior management and relevant governance bodies.
11. People Leadership and Succession
a. Lead, coach and develop finance leaders and teams across the supervised functions, with clear accountabilities and performance standards.
b. Build succession depth, cross-functional collaboration and a culture of integrity, ownership, service excellence and continuous learning.
12. Other Responsibilities
a. Undertake other finance, governance or strategic responsibilities assigned by the CFO, and participate in Group-wide initiatives as required.
