Lead the complete tender process from initial review to final submission ensuring alignment with client requirements, project feasibility and compliance with regulations.

Collaborate with internal teams including construction, engineering, procurement and commercial to gather technical and cost information for competitive tenders.

Analyze tender documents, drawings, specifications and terms & conditions to develop accurate cost estimates and well-structured proposals.

Prepare and submit comprehensive tender documentation within tight deadlines including pricing, technical submissions and supporting documentation.

Attend and contribute to tender briefings, clarification meetings and negotiations providing informed input on contractual and commercial matters.

Negotiate terms and conditions with stakeholders to safeguard project objectives, cost efficiency and risk control.

Identify project risks during tender stage and propose appropriate mitigation strategies.

Maintain complete records and documentation of all tender activities for future reference and audit compliance.

Continuously enhance tendering procedures and practices to improve efficiency, competitiveness and win rates.

REQUIREMENTS

Bachelor’s Degree in Quantity Surveying, Construction Management or related field.

10+ years of relevant experience with strong exposure to tendering and contract management in large-scale infrastructure construction projects.

Proven track record in managing successful tenders for railways, highway and other civil works.

Strong understanding of construction methods project costing procurement and contract administration.

Familiarity with PAM/FIDIC and other standard forms of contract used in infrastructure projects.

Excellent negotiation communication and coordination skills.

Ability to work independently under pressure and deliver high-quality tenders within tight timelines.

Strong analytical problem-solving and documentation skills.
