Delta Electronics (Thailand) Public Company Limited is seeking an HR Executive focused on Talent Acquisition & Learning Development in Penang, Malaysia. You will manage end-to-end recruitment and coordinate training programs to build workforce capability.
Ideal candidate has 2–5 years in HR/Talent Acquisition, strong communication, and experience in a manufacturing setting. Proficiency in Microsoft Office and stakeholder management is essential for success.
We are seeking a proactive and dynamic HR Executive (Talent Acquisition & Learning Development) to support both recruitment and employee development initiatives. This role will be responsible for managing the end-to-end recruitment process, coordinating training programs, and supporting talent development activities to ensure organizational growth and workforce capability.
Talent Acquisition
Manage the end-to-end recruitment process, including manpower requisition, job posting, candidate sourcing, screening, interviewing, offer preparation, and onboarding.
Partner with hiring managers to understand manpower requirements and develop appropriate recruitment strategies.
Source candidates through job portals, recruitment agencies, social media, employee referrals, universities, and other recruitment channels.
Coordinate interviews, assessments, reference/background checks, and pre-employment documentation.
Prepare employment offers and coordinate new employee onboarding and orientation.
Monitor recruitment progress, vacancies, hiring lead time, and recruitment costs.
Maintain candidate databases, recruitment records, and manpower reports.
Support recruitment activities for local employees, expatriates, interns, and fresh graduates where applicable.
Participate in career fairs, campus recruitment, and employer-branding activities.
Ensure recruitment practices comply with company policies, Malaysian employment requirements, and applicable RBA requirements.
Learning & Development
Identify employee training and development needs through discussions with department heads, competency assessments, performance reviews, and training-needs analysis.
Develop and coordinate the company's annual training plan and training calendar.
Organize internal and external training programs, including technical, soft-skills, leadership, compliance, and onboarding training.
Coordinate training providers, trainers, venues, schedules, attendance, and training materials.
Maintain employee training records, competency matrices, certificates, and training documentation.
Monitor training effectiveness through assessments, employee feedback, and post-training evaluations.
Support employee development, career development, succession planning, and talent-development initiatives.
Coordinate mandatory and compliance-related training programs.
Manage training budgets and monitor training expenditure.
Coordinate HRD Corp-related training applications, claims, and supporting documentation where applicable.
Prepare training statistics, reports, and L&D KPIs for management review.
Support audits by maintaining accurate recruitment and training records.
Requirements
Bachelor's degree in human resources, Business Administration, Psychology, or related field.
2-5 years of experience in Talent Acquisition, Learning & Development, or Human Resources.
Knowledge of recruitment processes, interviewing techniques, and training administration.
Strong communication and stakeholder management skills.
Ability to work in a fast-paced manufacturing environment.
Proficient in Microsoft Office applications.
Experience in manufacturing or semiconductor industry will be an added advantage.
